VR 1R AN ORDINANCE ACCEPTING THE LOWEST AND BEST BID FOR THE DUBLIN ARTS CENTER PROJECT, APPROPRIATING FUNDS THEREFOR, AND DECLARING AN EMERGENCY WHEREAS, after advertising and receiving bids on Wednesday, May 16, 2001 for the Dublin Arts Center Project, Council has determined that the bid submitted by Gutknecht Construction Company in the amount of $719,000.00 is the lowest and best bid for the project; and WHEREAS, it is necessary to amend the annual appropriations measure to provide adequate funding authorization for the project. NOW, WHEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, ~ of the elected members concurring: Section 1. That the bid submitted by Gutknecht Construction Company in the amount of $719,000.00 for the Dublin Arts Center Project is hereby accepted. Section 2. That there be appropriated from the unappropriated balance in the HoteUMotel Tax Fund the amount of $80,000 to account number 217-0211-810-2790 for the purpose of transferring funds to the Arts Facility Renovation Fund. Section 3. That there be appropriated from the unappropriated balance in the Arts Facility Renovation Fund the amount of $95,000 to account number 434-0314-780-2530 for construction costs related to the renovation of the facility. Section 4. That the City Manager is hereby authorized to enter into a contract for the project as listed above, and as specified within the bid proposal and the City's bid documents on file in the Division of Grounds and Facilities. Section 5. A substantial amount of the costs to be incurred are code issues resulting from the conversion from a residential property to commercial. Specifically, items ..• relating to the stair tower, HVAC, electrical, floor loads, restrooms, sprinklers and fire alarms. It should be pointed out that only renovation to the structure itself was part of this bid package. The Dublin ~, Arts Council is responsible for all equipment and furnishings necessary for their use with the exception of some casework and window treatments. We may have not been required to install an elevator as part of this renovation. The code requires the installation, but due to the structure being deemed "historic" it is conceivable that relief from this part of the code would have been granted. The Dublin Arts Council wanted this elevator and since we had to put a secondary staircase off of the second floor, the plans reflected an elevator surrounded by the staircase. While we strived to be prudent in the design details, we were also cognizant of the architectural significance of the structure. Specifically, the details of the added elevator/staircase could have been done cheaper, but by doing so, detracted from the appearance of the building. This was a publicly advertised project that consisted of the renovation of the City owned property located at 7125 Riverside Drive. This renovation will prepare the structure to be used for the purpose of housing the Dublin Arts Council. Included in this project are gallery space, offices, classrooms and restrooms. Nine bids were received (see attached), with the lowest being submitted by Gutknecht Construction j~,,,,,,Company. The project was estimated at $675,000.00 and the bid submitted by Gutknecht was $719,000.00. Gutknecht Construction Company has previous history with the City of Dublin, including the construction of Phase II of the Dublin Community Recreation Center, the Dublin Municipal Pool and the Justice Center.
