Y AN ORDINANCE WAIVING COMPETITIVE BIDDING REQUIREMENTS, PURSUANT TO SECTION 8.04 ("CONTRACTING P ROCEDURES"), PARAGRAPH (C) P""` "(WAIVER OF COMPETITIVE BIDDING"), FOR THE PROCUREMENT OF SERVICES TO INSTALL APPROXIMATELY 140 FEET OF CURED IN PLACE LINING WITHIN AN EXISTING 48" STORM SEWER, AND DECLARING AN EMERGENCY WHEREAS, Section 8.04 (c) ("WAIVER OF COMPETITIVE BIDDING") of the Revised Dublin Charter authorizes Council, by a vote of no less than five (5) members, to waive competitive bidding requirements if it determines that such waiver is in the best interest of the City; and WHEREAS, Council has determined that there is a legitimate basis on which to justify such waiver for the procurement of non-professional services related to installation of a cured in place pipe lining system in an existing storm sewer located near the Route 161/33 and Riverside Drive intersection; and WHEREAS, Council has determined that such waiver of competitive bidding is truly in the best interest of the City; and NOW, THERE~RE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, of the elected members concurring: Section 1. That competitive bidding requirements are hereby , waived for the procurement of services related to installation of a cured in place pipe lining system in an existing storm sewer located near the Route 161/33 and Riverside Drive intersection. Section 2. That such waiver of competitive bidding is hereby declared to be in the best interest of the City. Section 3. That this Ordinance is declared to be an emergency measure necessary to ensure the health, safety and welfare of the citizens of Dublin, and therefore shall take effect upon passage. As stated in the memos attached with the ordinances, dated April 12, 2001, the lowest quote received for the storm sewer lining work was $55,000. The cleaning of 4,500 feet of 36-inch sanitary sewer is estimated to be $75,000. Since the sewer line that is to be lined is old and is subject to weather and wear and tear, we w.• always recommend appropriating dollars ten percent over the quote amount. For the second item, the total budgeted amount is $150,000. The balance is expected to be utilized for repairing any defects and problems discovered during televising operations. Kindra, P.E., City Engineer ~CL.L DATE: Apri112, 2001 SUBJECT: Ordinance No. 55-01 Waiving Competitive Bidding Process for procurement of services to install approximately 140 feet of cured in place lining within an existing 48" storm sewer located near S.R. 161/U.S 33 and Riverside Drive Attached, please find Ordinance No. 55-01, for waiving the competitive bidding requirements for the procurement of services to install a 140 foot cured in place pipe relining system within an existing 48 inch reinforced concrete storm sewer located at the intersection of Route 161/33 and Riverside Drive. This storm sewer is believed to be over 66 years old and is indicated as being an existing storm sewer on construction drawings prepared by Franklin County in 1935 for the east approach of the Scioto River Bridge. Recent field and video inspections of this storm sewer indicate that the pipe is beginning to fail and that the potential for soil migration through the pipe voids may become enhanced. Installation of a pipe reline system (cured in-place) will restore this sewer to very near its original condition in terms of structural stability and can improve the sewer's carrying capacity. It is important that the pipe reline system be installed prior to the completion this fall of the Dublin Granville Road widening project, currently being managed by ODOT. This project will result in additional storm runoff to the partially deteriorated 48-inch storm sewer. Only a few firms in this region offer cured in place pipe reline services. Because of this, and our desire to restore the existing 48-inch pipe to its original condition on a fast-track schedule, Engineering staff has solicited quotes from three competent vendors qualified to perform pipe- relining work. The lowest quote for performing the work is $55,000. Open-cut construction is not required for pipe relining. This work will be performed concurrent with other storm sewer improvements in this area previously approved by Council. The work will be paid from the year 2001 Capital Improvement Fund budget for storm sewer system work. Pursuant to Section 8.04 (b) of the Revised Dublin Charter and Section 37.03 of the Dublin Codified Ordinances, the procurement of non-professional services in the amount of $30,000 or greater requires the City to conduct formal competitive bidding unless Council waives such competitive bidding requirements as specified in Section 8.04 (c) of the Charter. Section 8.04 (c) of the Revised Dublin Charter authorizes Council, by a vote of no less than five (5) members, to waive competitive bidding requirements if it determines that such waiver is in the best interest of the City.
