042-01 Ordinance RECORD OF ORDINANCES Da on Le al Blank Co. ° Ordinance No........42-01 Passed AN ORDINANCE TO ACCEPT THE LOWESTBEST BID FOR THE AVERY ROAD AND BLAZER PARKWAY WATER STORAGE TANK RELINING PROJECT FOR THE CITY OF DUBLIN, APPROPRIATING FUNDS AND DECLARING AN EMERGENCY WHEREAS, after advertising, receiving and opening bids on March 28, 2001 bids were received for the Avery Road and Blazer Parkway Water Storage Tank Relining project; and WHEREAS, Council has determined that the lowest and best bid for said project is from, American Suncraft Construction Company in the amount of $356,000; and WHEREAS, it is in the best interest of the City to execute this contract as soon as possible so that the water tank relining can start and finish in a timely manner to minimize water pressure problems; and WHEREAS, it is necessary to amend the annual appropriations measure to provide funding authorization for the projects. NOW THEREFORE BE IT ORDAINED by the Council of the City of Dublin, Ohio, of the elected members concurring: Section 1. That the bid from American Suncraft Construction Company in the amount of $356,000 be, and hereby is, accepted. Section 2. That the City Manager is hereby authorized and directed to execute a contract with American Suncraft Construction Company for completion of said project pursuant to the bid specifications and documents on file in the office of the City Engineer. Section 3. That there be appropriated from the unappropriated balance in the Water Fund the amount of $374,000 to account number 610-0312-780-2561 for the purpose of relining of the water storage tanks at Avery Road and Blazer Parkway. Section 5. That this Ordinance be, and the same hereby is, declared to be an emergency measure for the preservation of the public peace, health or welfare of the residents of this City, and, therefore, this Ordinance shall take effect and be in force immediately upon its passage. Kindra, Director of Engineering/City Engineer Subject: Ordinance No. 42-01 S ~ Avery Road and Blazer Parkway Water Storage Tank Relining ~ Project No. 01-006-CIP Date: March 28, 2001 Subsequent to notification to City Council via my memorandum dated February 28, 2001 concerning the poor condition of the interior paint of the Avery Road and Blazer Parkway water storage tanks, construction documents were prepared and bids were solicited. On March 28, 2001 bids were received and publicly opened and read for the Avery Road and Blazer Parkway Water Storage Tank Relining project. Three (3) bids were received, as shown on the attachment. All bids have been reviewed and it is recommended that we award this contract to American Suncraft Construction Company, the lowest and best bidder. American Suncraft Construction Company's bid was $356,000. The Engineer's estimate was $460,000. I recommend approval of this contract to American Suncraft Construction Company. Attached is an emergency Ordinance for approval by City Council prior to awarding the contract to American Suncraft Construction Company. Since the project was not anticipated at the time of budget preparations, we are requesting appropriation of $374,000 from the Water Fund. Specifications were designed to allow a maximum of six (6) weeks to complete the relining of each storage tank. The Avery Road water tank is expected to be relined by June 8, 2001 and the Blazer Parkway relining will start after September 21, 2001 and be completed by November 5, 2001. This schedule is designed to minimize water pressure problems in the City.
