AN ORDINANCE AUTHORIZING THE CREATION OF AN ADDITIONAL POSITION (PLANNER II) WITHIN THE DIVISION OF PLANNING, AND DECLARING AN EMERGENCY WHEREAS, Council has determined that the need exists for an additional Planner II position within the Division of Planning, and, WHEREAS, Council has determined that said position is necessary to enhance the effectiveness of the services provided by said Division; NOW, THEREFORE BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, ~ of the elected members concurring: Section 1. That the creation of an additional Planner II position is hereby authorized. Section 2. That an amendment to the 2001 appropriations shall be submitted after the annual salary and benefit costs have been determined. Section 3. That this Ordinance is hereby declared to be an emergency measure necessary for the preservation of the public welfare for the reason that in order to achieve the goals established for the Division of Planning, it is necessary to increase the staffing level within a timeframe which will minimize the loss of well-qualified candidates. Therefore, this Ordinance shall take effect and be enforced immediately upon passage. Harding, Director of Human Resources/Procurement Attached for your consideration, please find Ordinance No. 91-01 authorizing the creation of an additional "Planner II" position within the Division of Planning. As you are aware, Mr. Kyle Ezell, Planner II, resigned in July 2001, creating a vacancy within the Plamler II classification. At that time, the City immediately began a recruitment process to fill Mr. Ezell's vacancy. During this same time period, a recruitment process was underway to fill the Planner I vacancy created by Ms. Holly Susong's resignation in Apri12001. Throughout the recruitment process for both Planner positions, the City has received applications and interviewed a number ofwell-qualified candidates, a pleasant change from previous processes. Based upon the number and quality of these candidates, a discussion ensued about the possibility of increasing the staffing level to meet the goals and timetables established by Council for the Division of Planning. While this could have been addressed in the budget process for next year, such a lengthy process would certainly wane the interest of these well-qualified candidates. In addition, I did not want to presume that City Council would indeed approve the additional position in the next budget process, thus further "stringing along" these candidates. In order to meet the goals of the Division of Planning, I am recommending the creation of an additional Planner II position. In addition, I am requesting that, should this be approved, the Ordinance be passed by emergency so that the City will not lose these qualified candidates because of a lengthy process. Should you have any questions/concerns regarding this matter, I will be in attendance at the Council meeting on Monday, July 23, 2001 and I will be happy to address any issues. TDH/DLH/rt
