YEAR An Ordinance Amending The Annual Appropriations Ordinance For The Fiscal Year Ending December 31, 2001 WHEREAS, Section 5705.40 of the Ohio Revised Code allows for supplemental appropriations to be made to an appropriations measure provided sufficient resources are available; and WHEREAS, the Ohio Revised Code requires, when necessary, amendments to the annual appropriations measure to be made in order that appropriations are not over expended; and WHEREAS, it is necessary to amend the annual appropriations measure to provide funding authorization for the modification of beverage sales at the Dublin Irish Festival and the design of the Tuttle Crossing extension project. NOW, THEREFORE BE IT ORDAINED, by the Council of the City of Dublin, State of Ohio, ~ of the elected members concurring that: Section 1. There be appropriated from the unappropriated balance in the HoteUMotel Tax Fund the amount of $41,000 to account 217-0113-740-2420 for the purchase of alcoholic beverages sold at the Dublin Irish Festival. Section 2. There be advanced from the Capital Improvements Tax Fund the amount of $400,000 to the Rings/Frantz TIF Fund. This advance is to be reimbursed from proceeds of a future debt issue. Section 3. There be appropriated from the unappropriated balance in the Rings/Frantz TIF Fund the amount of $400,000 to account 433-014-780-2349 for design costs related to the Tuttle Crossing extension project. Section 4. The public hearing be waived to provide immediate funding in the TIF fund for the project. Section 5. This Ordinance shall take effect and be in force in accordance with Section 4.04(a) of the Dublin City Charter. Passed this ~~ day of ~~~~~ ~- 2001. Grigsby, Director of Finance ~`c~~-- This Ordinance requests additional appropriations for alcoholic beverages at the Dublin Irish Festival and design of the Tuttle Crossing extension project. The request for additional funds for alcoholic beverages at the Dublin Irish Festival is based on recommendations from the Dublin Irish Festival Steering Committee to modify and expand the wine selections available at the Festival. It has been identified by the Steering Committee, and specifically Bob Monica, that expanding the selection and quality of wines available would result in the Festival being more financially self-supporting while providing products that closely match the demographics of the patrons attending the Dublin Irish Festival. Please see the attached memo from Sandra Puskarcik, Director of Community Relations. The 2001 Operating Budget appropriated $400,000 in the Capital Improvements Tax Fund for the design of the Tuttle Crossing extension project. Ordinance No. 85-01 provides for the $400,000 to be advanced from the Capital Improvements Tax Fund to the Rings/Frantz TIF Fund and expended from the TIF Fund. """ The Rings/Frantz TIF Fund was established as part of the incentive package developed for Nationwide's expansion in Dublin. The public infrastructure improvements to be funded by the TIF are the Rings Road/I-270 bridge widening and the Tuttle Crossing extension projects. The advance from the Capital Improvements Tax Fund will be repaid when long-term bonds are issued for the Tuttle Crossing extension project which is currently estimated to be in 2004. Irish Festival steering committee member and owner of The Wine Shoppe, Bob Monica, has recognized the potential for the Festival's financial gain and has volunteered his time and expertise to coordinate this venture. Mr. Monica has arranged for the City to work with nine different vendors who are sole providers of the particular types of wine and cocktails we would like to sell at the Festival. The vendors, in turn, will have trained and qualified representatives on site to serve and educate festival-goers on the wine offerings. The Dublin Irish Festival has had a wine bar the past three years. The basic product line did not encourage sales therefore minimized profit. In researching comparable festivals with similar demographics, it was determined that offering a higher quality wine and wider selection would complement our festival attendee profile. A total of $5,600 is budgeted in account 217-0113-740.24-20 for wine, cocktail mix and cocktail alcohol. This memo is to request an appropriation of an additional $41,000 to purchase these products. The wine tent has the possibility of generating gross revenue of $136,360 and a net profit of $89,670. The City will pay only for the wine actually sold at the Festival because we will purchase based only on consumption thereby eliminating the possibility of not making money. On average, each dollar spent by the City on wine will yield nearly two dollars of profit. By establishing this revenue stream the Irish Festival will reduce its financial reliance on the City and move closer to the 2001 goal of becoming 76% self-supporting.
