Forth No. 30043 Ordinance No. 23 -15 Passed p 20 AN ORDINANCE AUTHORIZING ADDITIONAL POLICE OFFICER POSITIONS FOR A TEMPORARY PERIOD OF TIME, AND DECLARING AN EMERGENCY s WHEREAS, the Division of Police has an authorized staffing level of 68 sworn officers as reflected in the 2015 Operating Budget; and WHEREAS, the need exists for authorization of three additional sworn officers for a temporary period of time, due to projected retirements and the time required to recruit, hire and train new officers; and WHEREAS, the City Manager recommends that Council authorize three additional sworn officers for a temporary period of time; and WHEREAS, this authorization will permit the Division of Police to be more proactive, maximizing its recruiting efforts and hiring pools; and NOW, THEREfOftE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio '_ of its elected members concurring, that: Section 1. Council hereby authorizes three additional sworn officers in the Division of Police for a temporary period of time. This temporary authorization will expire on December 31, 2015. Section 2 . This Ordinance is declared to be an emergency necessary for the immediate preservation of the public peace, health, safety, or welfare, and for the further reason that the increased staffing authorization will allow the City to take advantage of the June 2015 Columbus Police Academy Class by hiring the appropriate number of replacement officer candidates. Therefore, this ordinance shall take effect upon passage. Passed this day of 2015. McDaniel, City Manag�w Date: March 5, 2015 Initiated By: Heinz von Eckartsberg, Chief of Police Memo Re: Ordinance 23 -15 — Authorizing Additional Police Officer Positions for a Temporary Period of Time Background Attached for your consideration is Ordinance No. 23 -15, authorizing three additional Police Officer positions above the Division's authorized staffing of 68 sworn officers for the current fiscal year. Staff is requesting these additional authorizations to recruit, hire and train police officer candidates in advance of known staff retirements. This will provide the opportunity to hire and begin training new officers in advance of those retirements, which have been confirmed as occurring before the end of calendar year 2015. In order to do so, Council would need to authorize three additional positions at the rank of Police Officer above the current authorized staffing. Staff is requesting these additional positions be authorized for a temporary period of time. This temporary authorization will expire on December 31, 2015. Future adjustments to compensate for retiring staff will be reflected in the Division's future operating budgets. Recommendation Staff recommends dispense with the second reading /public hearing and pass Ordinance 23 -15 by emergency at the March 9 Council meeting.
