WHEREAS, City Council adopted Ordinance 111 -14 on December 8, 2014, which updated the schedule of fees and services charges for City services for 2015; and WHEREAS, with the transfer of Kaltenbach Park from Washington Township to the City of Dublin, it is necessary to set fees for the rental of community space located in that park in a manner consistent with other parks owned and operated by the City. NOW THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, of its elected members concurring, that: Section 1. Appendix A of Ordinance 111 -14 is hereby amended as follows: APPENDIX A — SCHEDULE OF FEES AND SERVICE CHARGES RC -17 PARK RESERVATION SERVICE The fees for the rental of community space in the City's parks shall be as follows: Kaltenbach Park Shelter House $5.00 per hour — Resident $12.50 per hour — Non - resident Kaltenbach Park Community Center (includes all three rooms) $30.00 per hour — Resident $70.00 per hour — Non - Resident Section 2 . Grigsby, City Manager Date: January 22, 2015 Initiated By: Matt Earman, Director of Recreation Services Memo Re: Ordinance 08 -15 — Amending Ordinance 111 -14 Appendix A to Establish Fees for the Rental of Community Space at Kaltenbach Park Background Attached is Ordinance 08 -15, which proposes an amendment to Ordinance 111 -14 (Schedule of Fees and Service Charges for City of Dublin Services), Appendix A to incorporate new rental fees associated with the transfer of Kaltenbach Park from Washington Township to the City of Dublin. Staff has analyzed the current amenities and structures at Kaltenbach Park and has identified two facilities that will be used to accommodate park users for purposes of rentable spaces. The facilities include a community center with three adjoining rooms, restrooms and kitchen, which are currently being used for a variety of public /private gatherings and recreational programming. In addition, there is an outdoor picnic shelter adjacent to the main facility that is similar to the City's current inventory of shelter houses. In relation to the Cost of Services Analysis conducted each year, staff has evaluated these rentable spaces and is proposing new fees that are consistent with similar City-owned facilities. For your reference, the attached chart represents the fees charged by Washington Township, proposed new City of Dublin fees and a notation as to what other City facilities are comparable. (Appendix B.) It is important to note that with the transition of this park to the City, the jurisdictional boundaries associated with the status of resident and non - resident user fees will be affected. In order to implement these changes with minimal impact, staff is proposing to continue accommodations for groups that have received fee waivers in the past from Washington Township at no charge for the remainder of 2015. For all other groups, City policies including residency requirements for such rentals and related services will apply. To allow time for facility alterations and purchases of new furnishings, staff plans to begin accepting reservations on Thursday, March 12, 2015 for rentals after March 31, 2015. Additionally, staff is preparing to implement a variety of new programs at the park to include a summer youth camp, sports camps, birthday party packages, dance classes and various group fitness classes. Recommendation Staff recommends approval of Ordinance 08 -15 at the second reading /public hearing on February 9, 2015 in order to incorporate the proposed fees for the rentable space at Kaltenbach Park into the City's fees for services. Resolution 35 -11 approved the administrative fee for Compressed Natural Gas (CNG) based on "gasoline gallon equivalents" (GGE). This is amended effective July 1, 2013 to consist of $.09 /GGE for accounting, billing, etc., plus $.51 /GGE for the cost of compressing the fuel and preventative maintenance of the system. 35. The online driving course is through the National Safety Council. The City receives $25 remittance per course registrant. There may be certain times when a rental group will not need four hours for an event. In those situations, a per -hour rental rate will be optional, with a two -hour minimum. Should a rental group request the City of Dublin to facilitate ticket sales and collections for its performance(s), the City of Dublin will charge a 12% collection fee. This fee will be calculated based on total ticket sales, and the balance of ticket collections will be remitted to the rental group. Rehearsal Rates: Rehearsal rates will be available for those rental groups renting the theater facility for their performances. Rehearsal rates include "work lights" only. Rental groups desiring "technical" rehearsals must pay regular rental rates. Deposit: A $200 deposit will be required from groups renting the theater. The deposit will assure the City that funds are available should the event go past its schedule rental time and additional rental fees are levied. Groups renting the facilities are financially liable for any damage to the facility or equipment caused by them during use. Rental hours may be extended to midnight (12:00 a.m.) on Friday, Saturday, and Sunday pending staff and facility availability. Insurance Coverage: Rental groups will be required to obtain appropriate insurance. The rental group may be asked to provide proof of liability insurance that satisfies the City's lease requirements.
