AN ORDINANCE TO ACCEPT THE LOWEST/BEST
BID FOR THE NORTH HIGH, NORTH STREET AND
DARBY STREET CROSSWALK ENHANCEMENT
PROJECT FOR THE CITY OF DUBLIN,
AND DECLARING AN EMERGENCY
.
WHEREAS, after advertising, receiving and opening bids on September 12, 2001
bids were received for the North High, Street, North Street and Darby Street
Crosswalk Enhancement project; and
WHEREAS, Council has determined that the lowest and best bid for said project is
from, Complete General Construction Company, Inc. in the amount of $56,988.50;
and
WHEREAS, Council has determined that there may be a legitimate need to declare
the relocation of the utilities in connection with the above-referenced project as a
"single source" procurement, for reason that the company owning the utilities in
question has the exclusive rights to relocate such utilities; and
WHEREAS, it is in the best interest of the City to execute this contract as soon as
possible so that pedestrian safety can be enhanced.
NOW THEREFORE BE IT ORDAINED by the Council of the City of Dublin,
Ohio, of the elected members concurring:

Section 1. That the bid from Complete General Construction Company, Inc. in the
amount of $56,988.50 be, and hereby is, accepted.
Section 2. That the City Manager is hereby authorized and directed to execute a
contract with Complete General Construction Company, Inc. for completion of said
project pursuant to the bid specifications and documents on file in the office of the
City Engineer.
Section 3. That this Ordinance be, and the same hereby is, declared to be an
emergency measure for the preservation of the public peace, health or welfare of the
residents of this City, and, therefore, this Ordinance shall take effect and be in force
immediately upon its passage.

North High Street, North Street & Darby Street Crosswalk Enhancement Project
Date: September 24, 2001
On Wednesday, September 12, 2001 bids were received and publicly opened and read for
the North High Street, North Street & Darby Street Crosswalk Enhancement Project. Two
(2) bids were received, as shown on the attachment.

Both bids have been reviewed, and as per City Council's direction at the September 17,
2001 meeting, it is recommended that we award this contract to Complete General
Construction Company, Inc., the lowest and best bidder. Complete General Construction
Company, Inc.'s bid was $56,988.50. The Engineer's estimate was $40,000.00.
Engineering staff has reviewed bid details, and should City Council wish to substitute the
"black fluted pole and mast arm", as used in Historic Dublin, with a standard pole and mast
arm at an estimated cost of $7,700.00, this will result in a potential savings of $2,000.00.
However, we do not recommend this change.
Attached is an emergency Ordinance for approval by City Council prior to awarding the
contract Complete General Construction Company, Inc.
