AN ORDINANCE ACCEPTING THE LOWEST AND BEST BID
FOR THE NORTHEAST QUAD PARK DEVELOPMENT
PROJECT, AND DECLARING AN EMERGENCY
WHEREAS, after advertising and receiving bids on Tuesday, September 11, 2001 for the
Northeast Quad Park Development Project, Council has determined that the bid submitted
by Strawser Paving in the amount of $566,440.00 is the lowest and best bid for the project;
and
WHEREAS, this project is an approved 2001 CIP project.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State of
Ohio, ~ of the elected members concurring:
Section 1. That the bid submitted by Strawser Paving in the amount of $566,440.00 for the
Northeast Quad Park Development Project is hereby accepted.
Section 2. That the City Manager is hereby authorized to enter into a contract for the project
as listed above, and as specified within the bid proposal and the City's bid documents on file
in the Division of Grounds and Facilities.
Section 3. That there be appropriated from the unappropriated balance in the Capital
Improvements Tax Fund the amount of $50,000 to account number 401-0314-780-2511 for
the project.
Section 4. That this ordinance is declared to be an emergency measure necessary for the
+ immediate preservation of the public peace, health, safety or welfare, and therefore the
ordinance shall be effective upon passage.

On Tuesday, September 1 1, 2001 bids were opened for the Northeast Quadrant Park Development Project,
an approved CIP. Improvements consist of landscaping; grading of athletic fields; entry drive and six (6)
car parking lot; bike path; playground; shelter and site furnishing installation.
Five bids were received:
1). Bale Construction Inc. $587,000.00 Bid Alt. 1: $105,000.00
2). The Nadalin Co., Inc. $610,000.00 Bid Alt. 1: $ 86,000.00
3). Wayne Builders Co., Ltd. $599,000.00 Bid Alt. 1: $129,000.00
4). Quality Electric $ 11,900.00 Bid Alt. 1: $ 34,150.00
5). Strawser Paving $566,440.00 Bid Alt. 1: $120,000.00
The approved funding for this phase was set at $580,000.00 with approximately $36,000.00 encumbered
for design fees, leaving a balance of approximately $544,000.00.
All bids were over the 10% guideline of the estimated cost of $502,496.00. In reviewing the cost estimates
with the lowest bidder, Strawser Paving, it is apparent the original estimate was not in line with the true cost
of constructing several of the neighborhood park components (i.e. shelter building, fencing, playground and
masonry walls). Staff believes the relatively close range of bids received further verifies this.
Staff feels there are three viable options for Council to consider:
1). Accept the base bid from Strawser Paving and complete this phase as per plan.
2). Accept the base bid from Strawser Paving and negotiate deduct change orders to bring this phase
in at the current funding level.
3). Reject all bids, scale back the design and re-bid.
Staff is recommending option one (1) based upon all work included in the plans will eventually be done, the
bid is fair and reasonable and that the approximately $22,000.00 over the current funding amount is
available.
Strawser Paving has a long history with the City of Dublin, including numerous park improvement projects.
Their work has always been satisfactory.
Staff is seeking direction from Council and will be available to answer any questions.

Fred: The following is our evaluation of the bids opened on Tuesday September 11, 2001 for
the project.
Receipt of Bids:
There were five bids received for the project. See attached tabulation. Four of the bids were
from General Contractors ranging in amounts from the low bid of $5&6,440 by Strawser Paving
to the high bid of $610,000 by Natalin Co. The fifth bid, an electrical work only bid by Quality
Electric was submitted in the amount of $11,900. The low base bid of $566,440 was $64,000
over the opinion of probable constnaction cost of $502,496.83.
Bid Irregularities:
The bid by Quality Electric for only electrical trade work was non-responsive and should be
disqualified.
The bid by Strawser Paving, the low base bid, was submitted an the original bid form instead of
the revised form distributed via Addendum #1. The bid responded to a!I items with the
exception of the unit cost associated with the well, which was part of Alternate #1. We believe
that this irregularity should be waived if the city awards the contract upon consideration of base
bid only.
Alternate #i: This alternate includes a well, pump station, and mainline irrigation system with
electrical work. The bid amounts varied considerably, leading us to believe that a responsive
bid was not received for this Alternate.
Base Bid Evaluation:
On Wednesday, September 72, 2001, we met with Roger George of Strawser Paving. The

purpose of the meeting was to evaluate their base bid amount of $566,440 compared to the
opinion of probable construction cos# of $502,496.83. We determined that the bid variance of
roughly $64,000 was due to several factors:
The majority of the work items: earthwork, paving, and landscaping were in line with the
estimate. The variance occurred in the miscellaneous item bid by subcontractors for the shelter
building, fencing, playground equipment, and masonry walls, (the Neighborhood Park
component of the project)- These bid amounts all escalated from the unit casts estimated for
these items based upon supplier quotes and past experience.
Summary: Following review of Strawser Paving`s detailed breakdown of the low base bid
amount of $566,440, including subcontractor submittals, we believe this to be a #air and
responsive bid for consideration ~y the City of Dublin- We recommend that Alternate #1 not be
considered at this time, and be made part of Phase Two or a stand-atone project.
