AN ORDINANCE ACCEPTING
THE LOWESTBEST BID
FOR THE
POST ROAD WATER TOWER INTERIOR
AND DECLARING AN EMERGENCY
WHEREAS, bids have been received for the painting of the Post RoadWater Tower
Interior; and
WHEREAS, the lowest/best bid is from R & M Sandblasting of Gibsonia,
Pennsylvania in the amount of $97,200.00; and
WHEREAS, painting of the water tower interior is essential in order to restore the
interior tank lining and maintain the City's infrastructure and enhance the quality of life
in Dublin; and
WHEREAS, it is in the best interest of the City to execute this contract as soon as
possible so that painting can be completed during 1998.
NOW THEREFORE BE IT ORDAINED by the Council of the City of Dublin, State
of Ohio, l~_ Of the elected members concurring:
Section 1. That the bid of $97,200 from R & M Sandblasting and Painting be, and
hereby is accepted.
Section 2. That the City Manager is hereby authorized and directed to execute a
contract with R & M Sandblasting and Painting for completion of the said project
pursuant to the bid specifications and documents on file in the office of the City
Engineer.
Section 3. That this Ordinance be, and the same hereby is, declared to be an emergency
measure, so that paint work can be completed in 1998, and for the preservation of health
and welfare of the residents of this City, and therefore, this Ordinance shall take effect
and be in force immediately upon its passage.

Re: Ordinance No. 79-98 -Painting of Post Road Water Tower Interior
Date: July 13, 1998
On July 7, 1998, seven bids were received, publicly opened and read for the painting of the
Post Road Tower Interior. The bids were received as shown on the attached bid form, and
ranged from $97,200 to 186,000. The lowest/best bid of $97,200 was from R & M
Sandblasting and Painting of Gibsonia, Pennsylvania. The City Engineer's estimate was
$176,000.00.
Sufficient funds were budgeted in the 1998 operating budget for this work. I recommend
approval of the bid from R & M Sandblasting and Painting, and awarding them this
contract in the amount of $97,200.
During the course of this work, it will be necessary to lower the water level within the tank.
However, low water pressure levels are not anticipated, as the Avery Road Tank will
remain m service.
Attached is an Ordinance for City Council's approval by emergency action, so that painting
may begin and be completed this season.
