76-98 OrdinanceDayton Legal Blank Co. ~, _.F:,, Ordinance No.-_ RECORD OF ORDINANCES Form No. 30043 76-98 Passed - - - - 19- AN ORDINANCE TO ACCEPT THE LOWEST/ BEST BID FOR THE WOERNER-TEMPLE ROAD PHASE 1 AND 2 PROJECT FOR THE CITY OF DUBLIN, APPROPRIATING FUNDS, AND DECLARING AND EMERGENCY WHEREAS, after advertising, receiving and opening bids on July 1, 1998 for the Woerner-Temple Road between Rings Road and Avery Road; and WHEREAS, Council has determined that the lowest and best bid for said project is from George J. Igel & Company, Inc. of Columbus, Ohio, in the amount of $5,943,241.80; and WHEREAS, it is in the best interest of the City to execute this contract as soon as possible, so that construction can start during favorable weather conditions in 1998 construction season; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above-referenced project as a "single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities; and WHEREAS, it is necessary to amend the annual appropriations measure to provide funding for this project. NO THEREFORE BE IT ORDAINED by the Council of the City of Dublin, Ohio, of the elected members concurring: Section 1. That the bid from George J. Igel & Company, Inc. in the amount of $5,943,241.80 be, and hereby is, accepted. Section 2. That the City Manager is hereby authorized and directed to execute a contract with George J. Igel & Company, Inc. for completion of said project pursuant to the bid specifications and documents on file in the office of the City Engineer. Section 3. That there be advanced from the General Fund the amount of $212,000.00 to the Thomas/Kohler TIF Fund for costs related to the construction of Parkwood Drive. This advance is to be reimbursed to the General Fund from future service payments in lieu of taxes that will be received from the Franklin County Auditor. Section 4. That there be appropriated from the unappropriated balance in the Thomas/Kohler TIF Fund the amount of $512,000.00 to account 50-03-14-2551 for construction of Parkwood Drive. Section 5. On July 1, 1998 bids were received and publicly opened and read for the Woerner-Temple Road -Phase 1 and 2 project. Three bids were received as shown on the attached bid form. The bids have been reviewed and found ~ to be satisfactory. George J. Igel & Company, Inc.'s bid was $5,943,241.80. The Engineer's estimate was $7,300,000. The funding for this project is split between the Thomas/Kohler TIF Fund and the Southwest Area Improvements Fund. Attached is an emergency Ordinance for approval by City Council prior to awarding this contract to George J. Igel & Company, Inc. I recommend approval of this contract to George J.
