AN ORDINANCE ACCEPTING THE LOWEST AND
BEST BID FOR TWO NEW LEAF LOADERS AND
AUTHORIZING THE CITY MANAGER TO ENTER
INTO A CONTRACT FOR PROCUREMENT OF SAID
EQUIPMENT.
WHEREAS, after conducting formal advertising and competitive bidding procedures for the
procurement of new leaf loaders; and
WHEREAS, Council has determined that the bid submitted by Old Dominion Brush Company,
Inc. (ODB), in the amount of $12,745.00 per unit ($25,490.00 for two machines), for said
equipment is the lowest and best bid.
NOW, THEREFORE BE IT ORDAINED by the Council of the City of Dublin, State of
Ohio, ~ of the elected members concurring:
Section 1. That the bid submitted by Old Dominion Brush Company, Inc. (ODB), in the
amount of $12,745.00 per unit ($25,490.00 for two machines), is hereby accepted.
Section 2. That the City Manager is hereby authorized to enter into a contract with Old
Dominion Brush Company, Inc. (ODB) for the procurement of said equipment, as specified and
within said bidder's bid proposal on file in the Division of Human Resources/Procurement.

Attached for your consideration please find Ordinance No. 69-98 accepting the lowest and best bid for the
procurement of two (2) new leaf loaders. Also attached for your reference is a copy of the bid tabulation.
This project involves the purchase of two (2) new trailer-mounted vacuum leaf machines for use in the
City's leaf collection program administered by the Division of Streets & Utilities. Funding for the purchase
of these two (2) new units was authorized via the 1998 Budget.
Bids were solicited on a price per unit basis as reflected in the attached bid tabulation. In addition to
advertising for bids in the Columbus Dispatch, three vendors were specifically invited to participate in the
bid process. As reflected in the attached bid tabulation, the City received bids from the following
companies:
• Old Dominion Brush Company, Inc, (ODB)
• Gledhill Road Machinery Company
• Dinkmar, Inc.
The bid proposals submitted by the above referenced vendors all complied with the City specifications.
However, the bid submitted by Old Dominion Brush Company, Inc. (ODB), in the amount of $12,745.00
per unit ($25,490.00 for two machines), in Staff's judgement, is the lowest and best bid. Staff, therefore,
recommends that said bid be accepted.
