AN ORDINANCE .ACCEPTING THE LOWEST AND
BEST BID FOR PAVEMENT MARI~NG SERVICES
AND AUTHORIZING THE CITY MANAGER TO
ENTER INTO A CONTRACT FOR THE
PROCUREMENT OF SAID SERVICES.

WHEREAS, after conducting formal advertising and competitive bidding procedures for
the procurement of pavement mazking services; and
WHEREAS, Council has determined that the bid submitted by Griffin Pavement Striping,
Inc. for said services, based upon the per unit prices specified in the attached bid tabulation
and the bidder's proposal on file within the Division of Human Resources/Procurement, is
the lowest and best bid.
NOW, THEREFORE BE IT ORDAINED by the Council of the City of Dublin, State of
Ohio, ~ of the elected members concurring:
Section 1- That the bid submitted by Griffin Pavement Striping, Inc. for the above
referenced services, as on file with the Division of Human Resources/Procurement, is
hereby accepted.
Section Z• That the City Manager is hereby authorized to enter into a contract with Griffin
Pavement Striping, Inc. governing the procurement of said services.
Seetiol~. That this Ordinance shall take effect and be in force at the eazliest date
permitted by law.

Attached for your consideration please find Ordinance No. 60-98 accepting the lowest and best bid for the procurement of
pavement marking services. Also attached for your reference is a copy of the bid tabulation.
This bid project involves the procurement of pavement mazking/striping services in the nine (9) specific azeas identified
in the attached bid tabulation. The scope of work to be completed by the contractor, pursuant to the specifications for this
project, consists of furnishing all materials, equipment, and labor necessary for the application of reflective pavement
markings, at specified locations, in conformance with the requirements of the Ohio Unifonm Traffic Control Manual and
material specifications of the Ohio Department of Transportation.
Bids were solicited on a per unit basis based upon an estimated quantity for each item bid reflected on the attached bid
tabulation. The "Total Estimated Sum" identified in the attached bid tabulation is only a projection of anticipated
expenditures for the identified services.
Eight (8) vendors were invited to participate in tbe bid process and the City received bids from two companies. As reflected
on the attached bid tabulation, the City received bids from the following companies:
• Griffin Pavement Striping, Inc.
• The Barbour Company
The bid submitted by The Bazbour Company is higher on every item on the tabulation sheet and contains a substantive
irregularity in the manner in which the bid prices were submitted. Bazbour quoted prices for the first three (3) bid items
on a per mile basis as opposed to the requested per lineaz foot basis. To obtain a uniform basis of comparison, Staff had
to convert the per mile price to a per lineaz foot price.
The bid submitted by Griffin Pavement Striping, Inc. complies fully with the bid specifications and is the lowest and best
bid Griffin Pavement Striping has performed similar pavement mazking services in Dublin over the past few yeazs as part
of various road construction projects and has always demonstrated quality workmanship. Therefore, Staff hereby
recommends that Griffin's bid be accepted.
The initial term of the contract to be awazded for these pavement mazking services will commence upon the execution of
the contract and will end October 31, 2000. However, the contract may be extended, upon mutual consent of both parties,
for two additional one (1) year periods.
