AN ORDINANCE TO ACCEPT THE LOWEST/
BEST BID FOR THE
SCIOTO RIVER BRIDGE
EMERALD PARKWAY -PHASE 6 PROJECT
FOR THE CITY OF DUBLIN
APPROPRIATING FUNDS, AND
DECLARING AN EMERGENCY
WHEREAS, after advertising, receiving and opening bids on September 2, 1998 for the
Scioto River Bridge, Emerald Parkway - Phase 6 project; and
WHEREAS, Council has determined that the lowest and best bid for said project is from
Complete General Construction Company of Columbus, Ohio, in the amount of
$8,015,988.30; and
WHEREAS, it is necessary to amend the annual appropriations measure to provide
funding for this project; and
WHEREAS, Council has determined that there may be a legitimate need to declare the
relocation of the utilities in connection with the above-referenced project as a "single
source" procurement, for reason that the company owning the utilities in question has the
exclusive rights to relocate such utilities.
NOW THEREFORE BE IT ORDAINED by the Council of the City of Dublin, Ohio,
of the elected members concurring:
Section 1. That the bid from Complete General Construction Company, in the
amount of $8,015,988.30 be, and hereby is, accepted.
Section 2. That the City Manager is hereby authorized and directed to execute a
contract with Complete General Construction Company for completion of said project
pursuant to the bid specifications and documents on file in the office of the City
Engineer.
Section 3. That there be appropriated from the unappropriated balance in the Scioto
Bridge Construction Fund the amount of $8,815,000 to account 58-03-14-2551.
Section 4. That this Ordinance be, and the same hereby is, declared to be an
emergency measure for the preservation of the public peace, health or welfare of the
residents of this City, and, therefore, this Ordinance shall take effect and be in force
immediately upon its passage.
