AN ORDINANCE AUTHORIZING THE CITY MANAGER TO
ENTER INTO A LEASE AGREEMENT WITH THE DUBLIN CITY
SCHOOLS AND DECLARING AN EMERGENCY
WHEREAS, the Dublin City Schools have nearly completed the construction of Karrer
Middle School: and
WHEREAS, due to the failure of the most recent operating levy, the school will not be
occupied as a middle school during the 1998-1999 school year; and
WHEREAS, the City of Dublin has identified the need for additional office and
recreational space; and
WHEREAS, the City of Dublin and the Dublin City Schools have determined that it is
mutually beneficial to both parties and to the Community for the City of Dublin to lease a
portion of the School facility and have begun negotiations to establish a lease agreement.
NOW, T BEFORE, BE IT ORDAINED by the Council of the City of Dublin, State
of Ohio, of the elected members concurring that:
Section 1. The City Manager is hereby authorized to enter into a Lease Agreement with
the Dublin City Schools for the lease of Karrer Middle School for an amount not to
exceed $150,000 for aone-year period.
Section 2. The form of this agreement shall be subject to approval by the Law Director,
with the final lease being provided to Council at the next Council meeting following
execution of the lease.
Section 3. That this Ordinance is hereby declared to be an emergency measure necessary
for the preservation of the public health, safety and welfare in that occupancy of the
facility is desired as soon as possible to deter vandalism of the property and to ensure
occupancy for a full year in accordance with terms of the proposed lease.

Subject: Lease of Karrer Middle School

Per our previous discussions and direction provided by Council, attached please find Ordinance
92-98 authorizing me to enter into an agreement with the Dublin City Schools for the lease of a
portion of Karrer Middle School. Over the past few weeks, Staff has been in the process of
negotiating the details of a lease agreement with the School Administrative Staff. The City has
proposed a lease amount to the Schools of $150,000 to be paid in four payments. The School
administration has agreed to this amount, however, final approval would require action of the
School Board at their August 17 meeting.
The portion of the building that would be leased to the City consists of 62,525 square feet and
includes office space (5,625 square feet), commons area, double gymnasium, arts and crafts room,
industrial arts room, cafeteria, kitchen and music rooms, as well other classroom/meeting room
space. City Staff has visited the site on several occasions and has evaluated the potential uses of
these building components. Attached please find a memo from Kelly Heal, Director of Recreation
Services, which outlines the uses the Division of Recreation Services has identified. The primary
advantage to the City appears to be that this space will allow for the start-up of arts and crafts
classes that will be included as part of Phase II of the Community Recreation Center (CRC). Not
only would this allow Staff to "phase-in" the programs, but would also provide the opportunity to
evaluate needed programming components, layout and equipment for the CRC Phase II.
In addition to recreational uses, the office space could be used for existing City office space needs,
temporary office space of new hire recreational staff during the course of CRC Phase II
construction, and for temporary office space of the Division of Streets and Utilities staff potentially
displaced during construction of the Service Complex Expansion. Other uses identified include
additional meeting room space for City Staff and other organizations such as Civic Associations
and storage space. The agreement would also include use of the grounds surrounding the school,
which includes several open fields, three ball diamonds and five tennis courts. All of these could
be used by the City for programming needs or by community organizations for organized athletic
practices and/or events. Currently Staff is evaluating the condition of the fields to determine if use
could begin immediately or if more time is needed.
Staff is recommending approval of this lease amount and the approval of this ordinance allowing
the lease to be entered into. This is an obvious "win-win" agreement for both the City and the
Schools, allowing the City additional space for recreational and office needs and allowing the
Schools to "open" a building that would have otherwise remained vacant for at least a full year
while generating income to off-set a portion of the cuts resulting from the failure of the operating
levy.

Re: Karrer Middle School
As per your request, the following describes some of my thoughts regarding use of the administrative
wing of Karrer Middle School by the Division of Recreation Services during the upcoming year.
SPECIFIC BUILDING USE
Depending on actual program registrations, the Recreation Services Division could potentially use
much of the administrative wing including the commons area, the gymnasium, the cafeteria, the arts
& crafts room, the industrial arts room, and the main music room. Use of the school in the Fall may
be less extensive than upcoming seasons due to the short lead time .
PROGRAM TYPE
The Recreation Services Division would primarily concentrate on offering classes at the school in
contrast to programs and services requiring the payment of admission fees or the "swiping" of
existing magnetized pass membership cards through a computer. We are however, considering using
Karrer as an additional location for several "open gyms" currently scheduled for the Fall. We plan to
offer these drop-in programs at several other field sites around the City. John Brennan, Sports
Program Supervisor, had revised the admission procedures for these school locations to require the
use of a punch card for admission (to avoid money exchange between participants and gym
supervisors). Therefore, Karrer could potentially be used in the same manner as one of these "open
gym" sites.
TIME FRAME
Although we have already missed advertising this middle school location in the Fall brochure, we
could still hold many of the DCRC classes planned for the upcoming season at Karrer. There are
several other avenues we would use to alert registrants of this location change for the Fall. These
opportunities include printing a comment to this effect on program registration receipts (which are
provided to every registrant), featuring brief articles in "Inside Dublin" and "Passing the Word"
publications, advertising in local newspapers, listing the information on cable TV and our web page,
sending fliers to the schools, and posting the information in subsequent Winter and Spring Activities
Brochures.
In conclusion, the Recreation Services Division is prepared to move forward with this opportunity
should it be made available. This additional location will allow us to expand our program offerings .
throughout the year, although I believe we won't be able to fully optimize the space until the Winter
and Spring seasons, due to several resource constraints. One of these constraints is staffl Our labor
force has been stretched somewhat thin over the past several months due to three full-time position
vacancies since April. We anticipate two of these positions being filled within the next 2-6 weeks.
Another tight resource is time. Finding, hiring and training qualified class instructors takes significant
time. The majority of Fall classes begin in mid-September. Clearly, the "window" for expansion of Fall
classes at Kerrer is limited. I would prefer to transfer several of the currently scheduled DCRC classes
to this location in the Fall, followed by a better resourced effort devoted to program expansion in the
Winter and Spring of 1999.
