Form No. 30043 Ordinance No. - - --------- -- Passed ---- ---- -- - - l g-- - AN ORDINANCE DECLARING THE PROCUREMENT OF A COLORADO TIMING SYSTEM AS A "SINGLE SOURCE" PROCUREMENT AND *~ WAIVING COMPETITIVE BIDDING REQUIREMENTS ,rte WHEREAS, Section 8.04(c) ("WAIVER OF COMPETITIVE BIDDING") of the Revised Dublin Charter authorizes Council, by a vote of no less than five (5) Members, to waive competitive bidding requirements if it determines that an item is available and can be acquired only from a "single source"; and WHEREAS, essential components of the timing system for the indoor competitive pool are installed as part of the original construction of the Community Recreation Center, thereby limiting the type of timing system to a "single source"; and WHEREAS, Council has determined that there is a legitimate need to declare the Colorado Timing System as a "single source" procurement. NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, ~ of the elected members concurring that: Section l . That the procurement of the Colorado Timing System is hereby declared to be a "single source" procurement. Section 2. That competitive bidding requirements are hereby waived for the procurement "~ of the Colorado Timing System. This Ordinance declares the needed Colorado Timing System as "single source" and waives competitive bidding. The Colorado Timing System is a scoreboard/timing system for the indoor competitive pool. During construction of the CRC, the competitive pool's deck design accommodated recessed spaces for a timing system. Only enough dollars were appropriated at the time of construction to allow the spaces to be filled. Filling these spaces were a Health Department requirement prior to opening the facility. As a result, staff went ahead and purchased the necessary deck plates from Colorado Timing Systems. Colorado Timing was chosen because of the wide use and popularity of their system throughout the country. Colorado Timing sells all parts to the timing and scoreboard system as well as performing installation versus other companies, who only sell the individual pieces to make up the system. Sufficient dollars ($35,000) were appropriated in 1998 to allow the purchase of the remainder of this system. In researching for the development of the specifications to bid this system, staff learned that the deck plates are only compatible with the Colorado Timing System and not any other. Attached is a fax from Colorado Timing Systems confirming this. Therefore, staff recommends a "single source" procurement of this system/scoreboard at a cost of $32,235.
