Harding, Director of Personnel & Purchasing ~ As requested by Council Member King at the May 2, 1994 Council Meeting, attached please find Ordinance No. 45-94 creating a new Economic Development Coordinator position within the Department of Development. Also attached please find a rough sketch of the critical requirements staff would establish for this position as well as an excerpt from the Mt. Auburn Associates study outlining the role and general responsibilities of this position. Based upon the attached documents describing both the general responsibilities and the required qualifications associated with this position, staff has contacted other governmental entities in the Central Ohio area in an attempt to identify comparable positions and levels of responsibility. Included within this research were the various local suburban governments in the area as well as the City of Columbus and the state of Ohio. The results of this research revealed that specific Economic Development Coordinator positions per se do not usually exist within the local suburban governmental entities within the Central Ohio Area. However, comparable positions were identified at the state level and within the City of Columbus. The results of our findings are summarized below: Ohio Department of Development The Ohio Department of Development has a classification with comparable responsibilities entitled Business Development Representative. The minimum qualifications include a Bachelor's Degree in City and Regional Planning, Economic Development, Business or Marketing or two years of experience in economic development or a marketing-related field. There is no established pay range for this classification; salary is based upon the qualifications of the candidate. The most recent position vacancy announcement of this classification revealed that a starting salary would be $42,000 (negotiable based upon qualifications). In talking with the Personnel Division at the Development Department, it appears a realistic starting range could be in the area of $42,000 - $48,000. - ._~~.~.,,'_.,_~,_,.,,'_ '". ~..__"."_,",,,.. ... . L , , , ' City of Columbus The City of Columbus Department of Development has a comparable classification entitled Economic Development Coordinator. The minimum qualifications for this position include a Bachelor's Degree in one of the physical or social ,..,'. sciences and three years of experience in city and regional planning, community development, business administration, public administration, or economic development, including one year of supervisory experience. The starting pay range for this position is $37,148.80 to $46,092.80. After the first year of service, a step plan is available that tops out at $54,849.60. In light of the current level of understanding regarding the responsibilities and requirements associated with the proposed position with the City of DUblin, relative to the responsibilities, minimum qualifications, and salary information obtained from the City of Columbus and the Ohio Department of Development, Staff has identified what would appear to be an appropriate pay grade for this position. Second, through the workings of the Partnership, members - such as utilities and}~~i, regional planning agencies - would become integral parts of economic developnienf-t~~' implementation efforts. Third, the workings of the Partnership would allow key-members to- become educated regarding the City's economic development needs and efforts, and t~ communicate that knowledge to other members of the community. For instance, representatives of the School District would be in a position to apprise that organization's constituency with regard to development efforts and their fiscal implications. Finally, " - through providing feedback and assistance in implementation, members of the Partnership -;;- ,,' would feel some "ownership" 'of the overall development effort and' provide _ further:~:~~:~': legitimacy to such efforts in the eyes of the public. In light of these functions, the City and:( - the Chamber should review the current Partnership membership list, and make any additions -- they see necessary. 2. Provide adequate staff to undertake proactive economic development. At a minimum, the City should hire one highly-skilled, full-time economic development coordinator whose responsibilities are to oversee and coordinate all aspects of economic development. He or she would have direct responsibility for overseeing the specific efforts regarding attraction, retention and expansion, and startups. The coordinator would seek to leverage the efforts of the ~hamber committees, City officials and agencies, regional agencies, and members of the Partnership for the purposes of Dublin's economic ! development. To ensure that their efforts are in line with the economic development I . strategy, the coordinator would work with City departments involved with such functions as . development regulation, community amenities, community planning, traffic, and I .- communications. The coordinator would serve as primary staff to the Partnership. Foegler, Director of DevelopmentjAssistant city Manager In response to Council Member strip's request at your last meeting regarding the above referenced subject, Staff has identified the following ancillary costs: Personal Computer: $3,000.00 Furniture: $6,000.00 Telephone: $ 285.00 Training: $1,000.00 Other areas which Staff evaluated included clerical support and vehicles. The Development Staff does not anticipate the need for additional clerical personnel as a result of the creation of this position. Sufficient clerical support presently exists to cover the needs of this position. The recent technological modifications to the City's phone system have resulted in certain efficiencies within the clerical ranks, which in return translate into the ability to perform a greater volume of clerical tasks. In the area of vehicles, no need has been identified for a vehicle; sufficient vehicles exist to cover any situations where transportation needs may arise. All of the above identified costs are one-time costs, with the ~ exception of training. Expenses for professional development conferences, seminars, etc. are ongoing in nature and will be identified in each year's annual operating budget. An expenditure of $1,000 is the usual amount budgeted annually for professionalj administrative positions of this nature. Staff realizes that there may be other expenses related to the implementation of the new economic development strategy presently under Council's consideration. Depending upon the final elementsj components of this strategy, and the aggressiveness with which Council desires certain elements of this strategy to be implemented, the costs related to the development and publication of marketing materials may vary considerably. As the economic development program area becomes better defined and as these additional costs are identified within the next few months, such costs will be identified by the Development Staff as part of the 1995 budget process.
