I PROJECT AND DECLARING AN EMERGENCY

WHEREAS, after advertising, receiving and opening bids on April 12, 1994, for the
Wilcox Road Landscape Buffer Project; and,
WHEREAS, Council has determined that the lowest and best bid for said project is from
Oakland Nursery in the amount of $18,593.38; and,
WHEREAS, funds have been appropriated in the 1994 Capital Improvements Tax Fund
in account 40-03-14-2550,
NOW, ~RE, BE IT ORDAINED by the Council of the City of Dublin, State
of Ohio, of the elected members concurring:
Section 1, That the bid from Oakland Nursery in the amount of $18,593.38' be, and
hereby is, accepted,
r Section 2, That the City Manager and Finance Director be, and hereby are, authorized
and directed to execute a contract with Oakland Nursery for completion of said project
L pursuant to the bid specifications and documents on file in the office of the Department
of Development.
Section 3, That this Ordinance be, and the same hereby is, declared to be an emergency
measure for the preservation of the public peace, health or welfare of the residents of this
City, and therefore this Ordinance shall take effect and be in force immediately upon its
passage; otherwise, it shall take effect and be in force from and after the earliest period
allowed by law,

SUBJECT: Ordinance 32-94 - Wilcox Road Landscape Buffer Project
INITIATED BY: Mary Newcomb, Planning Division
On April 12, 1994, bids were opened for the Wilcox Road Landscape Buffer Project. The
bidding was fairly competitive, with five bids submitted, The lowest bidder was Oakland
Nursery, with a bid of $18,593,38, Staff is recommending that this project be awarded to
Oakland Nursery. Oakland Nursery was the Landscape Contractor for the City's US33/SR161
Landscaping Project which was installed in the fall of 1990.
Staff is requesting that this ordinance be approved as an emergency so that the plant material can
be ordered and installed during the month of April. Staff has been working with the residents
of Heather Glen to develop an acceptable landscape plan and the residents are anxious to have
the planting installed,
