AN ORDINANCE TO ACCEPT THE LOWEST/BEST BID
FOR THE
SANITARY SEWER IMPROVEMENTS FOR SAFETY SOLUTIONS INCORPORATED
AND SHAMROCK COURT EXTENSION Ii RESURFACING, PHASE II I, 1994
AND DECLARING AN EMERGENCY

\... WHEREAS, after advertising, receiving and opening bids on April 1, 1994
for the Sanitary Sewer Improvements for Safety solutions Incorporated and
Shamrock Court Extension and Resurfacing, Phase III, 1994 project; and
WHEREAS, Council has determined that the lowest and best bid for said
project is from Strawser Paving Company in the amount of $150,406.40.
WHEREAS, the City of Dublin entered into a Tax Increment Financing
Agreement with Safety Solutions Incorporated in order to induce them to
relocate to the City of Dublin; and
WHEREAS, in order to fulfill the City's inducement obligation to complete
this project as soon as possible, and;
WHEREAS, it is necessary to amend the annual appropriations to provide
sufficient funding for the project.
NOW, TBEREFORE]BE IT ORDAINED by the Council of the City of Dublin, State
of Ohio, of the elected members concurring:
Section 1. That the bid from Strawser Paving Company, in the amount of
$150,406.40 to improve the sanitary sewer system for Safety Solutions
Incorporated and for the extension and resurfacing of Shamrock Court is
accepted.
Section 2. That the City Manager and Finance Director be, and hereby are,
authorized and directed to execute a contract with Strawser Paving
r Company, for completion of said project pursuant to the bid specifications
and documents on file in the office of the Department of Development.
'-- Section 3. That there be advanced from the General Fund the amount of
$185,000 in the safety Solution Incorporated Tax Increment Equivalent Fund
for the purpose of extending Shamrock Court and for the sanitary sewer
improvements as required by the Tax Increment Financing Agreement. This
advance is to be reimbursed to the General Fund from the service payment
in lieu of taxes that are received from the Franklin county Auditor.
Section 4. That there be appropriated from the unappropriated balance in
the Safety Solutions Incorporated Tax Increment Equivalent Fund the amount
of $185,000 for construction, design, and acquisitions of necessary
easements and rights-of-way to be appropriated to account 54-03-14-2551.
Section 5. That this Ordinance be, and hereby is, declared to be an
emergency measure due to the fact that the Tax Increment Financing
Agreement will serve to promote economic development and jobs within the
City and preserve the public health, safety and welfare and, therefore,
this Ordinance shall take effect and be in force immediately upon its
passage.

DATE: April 1, 1994
On Friday, April 1, 1994 bids were received and publicly opened and
read for the subject project. There were three (3) bids received
as shown on the attached bid form. Also attached is a copy of the
bid tabulation for your information.
Strawser Paving Company was the lowest bidder for this project.
They have a reputation for doing very high-quality work. It is
recommended by the City Engineer that this contract be awarded to
them.
Attached is an Ordinance for approval, as soon as possible, by City
Council prior to the award of this contract to Strawser Paving
Company.
