AN ORDINANCE TO ACCEPT AN ANNEXATION OF
20.22+/- ACRES IN JEROME TOWNSHIP,
,-.. UNION COUNTY TO THE CITY OF DUBLIN
WHEREAS, said annexation has been approved by the Union County
commissioners, and council is of the opinion that said
territory should be annexed.
NOW, THEREFORE BE IT OR~INED by the council of the city of
Dublin, state of Ohio, of the elected members concurring:
Section 1. That the petition for the annexation of 20.22+/-
acres (see attached legal description) to the city of Dublin,
Ohio is hereby accepted.
section 2. That this Ordinance shall take effect and be in
force from and after the earliest period allowed by law.

Monument, being a iron pin found marking an angle point in said
Post Road;

ADAMS-AGENT FOR THE PETITIONERS
A motion was made by Glenn W. Irwin and seconded by Gene Cameron to
adopt the following:
Whereas. a petition for annexation was filed on October 27. 1993.
praying for annexation to the City of Dublin. Ohio; and
WHEREAS. said petition represents real estate situated in Union County.
Ohio. being a total of 20.220 acres. and being adjacent to and contiguous
with the City of Dublin. There are two (2) owners of real estate in the
territory sought to be annexed to the City of Dublin. Ohio.
THEREFORE BE IT RESOLVED. that said petition for annexation be and is
hereby received and pursuant to Section 709.02 of the Ohio Revised Code.
shall be advertised by publication as required by law and that public
hearing on said petition shall be held in the office of the Board of Union
County Commissioners at 3:00 p.m. on Monday. January 10. 1994.

TO THE CITY OF DUBLIN, OHIO AS REQUIRED
BY SECTION 709.031 OF THE OHIO REVISED CODE,
AND DECLARING AN EMERGENCY
WHEREAS, a petition for the annexation of 20.22+/- acres from
Jerome Township was duly filed by william H. Adams on behalf
of Warren W. and Helen L. Gorden, 7270 Hyland-Croy Road, Plain
city, Ohio; and
WHEREAS, a public hearing has been scheduled before the Union
county commissioners on January 10, 1994; and
WHEREAS, section 709.031 of the Ohio Revised Code requires
that, prior to said hearing, the Municipal Authority shall
adopt a statement indicating what services, if any, the
Municipal Corporation will provide to the territory proposed
for annexation.
NOW, THEREFORE, BE IT RESO~ by Council of the city of
Dublin, State of Ohio, of the elected members
concurring:
section 1. The city of Dublin will provide the following
~. municipal services for the 20.22+/- acres in Jerome Township,
Union County upon the annexation of said area to the city of
Dublin, Ohio: )
police. The city provides Police and' Communications
service on a full twenty-four hour basis and also has
mutual aid agreements with other municipalities. The
annexation area lies approximately one mile west of
Dublin's Police Division Headquarters. Dublin operates
with a minimum of four cruisers on duty. A response time
of approximately five minutes for an emergency situation
should be expected for this area.
Fire. Fire and emergency medical services protection is
currently provided by well-staffed departments in Jerome,
Washington and Perry Townships. They, too, have mutual
aid agreements with other municipalities. This
annexation would not change fire department
jurisdictional boundaries, and therefore response times
for fire and emergency medical services will not be
affected. The Jerome Township Fire station is
approximately six miles from the annexation area and
.... normal response times should be approximately eight
minutes. However, due to an existing automatic response
agreement, the area is also served by the Washington
Township Fire station 93 which is located approximately
1.0 mile away, and normal response time would be
approximately three minutes.
Sanitation. Residential refuse collection services are
contracted by the city and are currently provided at no
additional charge.
Street Maintenance. The city has a Street Maintenance
Department which provides excellent service in the area
of street and road maintenance. This department also
provides curbside leaf pick-up at no additional charge.

2. The has SEWER and WATER area
contracts with the city of Columbus, and the subject property
is within said service areas, and conditioned on the ability
of the City of Columbus to provide WATER, and to provide
sufficient SEWERAGE disposal capacity, the City will have the
ability to service the area.
Section 3. That this Resolution is declared to be an
emergency necessary to preserve the public health, safety and
welfare and therefore shall take effect and be in force
immediately upon its passage.

PUBLIC HEARING REGARDING ANNEXATION PETITION FOR 20.220 ACRES. MORE
OR LESS. IN THE TOWNSHIP OF JEROME
A public hearing was held at 3:00 p.m.. January 10. 1994. for
the purpose of receiving comments in consideration of a Petition for
Annexation of 20.220 acres. more or less. owned by Warren and Helen
Gorden. located in Jerome Township and filed in the commissioners'
office on October 27. 1993. to the City of Dublin. Ohio.
Attending the hearing were 13 interested citizens including
the commissioners and clerk. Mr. Charles Potts. Registered
Professional Court Reporter was also present to record verbatim the
proceedings. All documents and exhibits are on file in the office of
the county commissioners. After brief presentations by the proponents
and opponents. the following resolution was offered by Commissioner
Westfall:
RESOLUTION RE: PETITION FOR ANNEXATION TO THE CITY OF DUBLIN. OHIO OR
20.220 ACRES. MORE OR LESS IN THE TOWNSHIP OF JEROME - WARREN GORDEN
AND HELEN L. GORDEN. OWNERS
WHEREAS. a petition for annexation was filed on October 27.
'~ 1993, naming William H. Adams, Agent for the Petitioners. praying for
annexation to the City of Dublin. Ohio of 20.220 acres. more or less.
owned by Warren W. Gorden and Helen L. Gorden; and
WHEREAS, said petition represents real estate situated in
Jerome Township of Union County. Ohio. situated contiguous and
adjacent to the City of Dublin. and
WHEREAS. said petition for annexation contains all matter
required by law to wit:
1. (a) a full description and accurate map
(b) a statement of total number of owners sought to be
annexed
(c) the name of the person to act as agent for the
pet it ioners
2. The matters alleged in the petition are true and notice
has been published as required by law.
3. Persons whose names are subscribed to the petition are
owners of real estate in the territory described in the petition and
t.h~ number of va 1 id s ignRtures on the pet it ion canst itut.ed a majority
of the owners.
d, 4. The territory included in the annexation petition is not
unreasonably large and is adjacent to the City of Dublin, Ohio.
5. The general good of the territory sought to be annexed
