Form No. 30043 ,- Ordinance No. _m22,.9_4u Passedn mn nn19 AN ORDINANCE AMENDING THE ANNUAL APPROPRIATIONS ORDINANCE FOR THE FISCAL YEAR ENDING DECEMBER 31, 1994 ",.,. t L WHEREAS, the Ohio Revised Code requires, when necessary, amendments to the annual appropriations ordinance to be made in order that appropriations are not overexpended; and WHEREAS, the Public Service Committee of Dublin City Council is recommending the adoption of a staff recommendation to implement a day/labor contract program of stream cleaning to remove all critical obstructions at a cost in 1994 not to exceed $200,000; and WHEREAS, it is necessary to appropriate additional funds for this project. MEMORANDUM TO: Dublin City Council FROM: Judy Stillwell, Chair Public Service Committee DATE: March 17, 1994 SUBJECT: Proposed Ordinance 22-94 "Amending the Annual Appropriations ~ Ordinance for FY Ending 12/31/94" 1 Background: The Public Service Committee has had the issue of stormwater management before it for some time. In December 1992, the Committee recommended to Council that staff immediately begin the process of providing a comprehensive inventory of the City's existing stormwater facilities to determine areas of critical need. A stream survey was conducted during Spring 1993. This survey showed approximately 36 miles of private and public owned streams. The following is a brief summary of the stream survey: 70 locations in critical condition requiring immediate remedial action. 14 locations in severe condition require further engineering analysis for a long-term solution. 148 locations in poor condition requiring action within the next several months. This program of stream cleaning will consist of removing obstructions from the public and private portion of the streams during 1994, The work will primarily pertain to retaining a contractor with -- equipment and manpower to remove obstructions and foreign objects from the stream beds throughout the City and transporting it to an approved site in an environmentally acceptable manner, The proposed ordinance appropriates $200,000.00 to undertake a contract not to exceed this amount for 70 critical locations noted in the report. Since streams work as units, it is important that critical obstruction be removed from private and public portions right away to prevent flooding of the properties abutting the streams. Failure to perform this work may result not only in flooding of public and private properties, but may also cause damage to the streets, bridges, culverts, etc. . .' . Typically a stormwater infrastructure system also includes stormsewer pipes, manholes, inlets, culverts, and retention/detention basins. The City does not currently have a comprehensive managment policy or program for its stormwater system (84 miles of storm sewers, 21 retention and detention basins, 48 miles of ditches, etc,), The committe further recommends that a study be initiated at a cost not to exceed $150,000,00 which will result in recommendations for such a program. These funds are included in the 1994 Budget, Elements of the study include the following, RECOMMENDATIONS OF THE PUBLIC SERVICE COMMITTEE ;,;,jk~ , Initiate a comprehensive urban storm water infrastructure system management study for '..... streams, storm sewers, and ponds for the prevention, operation, maintenance and improvements to include the following elements: . Develop a master engineering plan and prioritize implementation program for operation, maintenance and improvement for streams, stormsewers, manholes, inlets, etc. . Determine the best administrative management structure and maintenance policies for USWIS - public and private, . Assess current storm water requirements and policies for new developments and recommend modifications where appropriate. . Estimate cost requirements and possible funding sources for an on-going, preventative maintenance and improvement program. . Study must be completed within one year from award of the contract at a one- time, not-to-exceed cost of $150,000, which has already been appropriated in the current budget. Recommendations must be sensitive to the naural condition of healthy streams. . Study must recommend an education program. . Study must address the need and type of enforcement policy. . Study must address the adequacy of the MORPC guidelines in the context of the City of Dublin's needs. . Study must identify possible outside funding sources (grants, loans, etc.).
