AN ORDINANCE DEFINING THE FUNCTION, PURPOSE ,
AND COMPOSITION OF THE PERSONNEL COMMITTEE
",,-. OF COUNCIL.
- WHEREAS, Council has authorized the creation of a Personnel
Committee of Council; and
WHEREAS, Council has determined that the Committee's purpose
should be well defined.

I NOW, THEREFORE BE IT ORDAINEDL,bY the Council of the City of I
I
Dublin, state of Ohio, of the elected members
concurring:
Section 1. Committee Purpose. The purpose of the Personnel
Committee shall be to provide appropriate policy direction on
personnel issues. This Committee shall review staff
recommendations on behalf of Council and report its findings
and recommendations to the full Council in order that Council
may take final action. These issues may include:
* The City'S wage/salary structure
* The City's employee benefits structure
* The City Functional Table of Organization
* Collective bargaining
* Privatization of city services

In addition, it shall also be the function of this Committee
........ to ensure that the evaluations of the City Manager and Clerk
of council are completed on time.
The Committee shall not become involved in areas reserved for
the City Manager pursuant to section 5.04B of the Charter.
section 2. Composition. The Personnel Committee of Council
shall consist of three members of Council pursuant to the
rules of Council.
section 3. Meetinqs of the Committee. Meetings of the
Personnel Committee shall be held as often as necessary, as
determined by Council, and Council, by motion, may assign
issues to the Committee for study. The Chairperson shall set
the agenda for the Committee's meetings, determine the dates
of such meetings, and shall preside over such meetings.
section 4. This Ordinance is declared to be an emergency
measure for the preservation of the public peace, health or
I welfare of the residents of this city, and therefore this
Ordinance shall take effect and be in force immediately upon
its passage.
