AN ORDINANCE TO ACCEPT THE LOWEST/BEST BID
FOR THE
INNOVATION DRIVE EXTENSION
STREET, STORM & WATER IMPROVEMENTS PROJECT
AND DECLARING AN EMERGENCY

WHEREAS, after advertising, receiving and opening bids on September 9,
'- 1993 for the Innovation Drive Extension Street, storm and Water
Improvement project; and
WHEREAS, Council has determined that the lowest and best bid for said
project is from
strawser paving Company inn the amount of $226,665,00.
WHEREAS, the City of Dublin entered into a Tax Increment Financing I
Agreement with Applied Innovation in order to induce them to relocate to I
the City of Dublin; and
WHEREAS, in order to fulfill the City's inducement obligation to complete
this project as soon as possible, and;
WHEREAS, it is necessary to amend the annual appropriations to provide
sufficient funding for the project.
NOW, THEREFORE'4E IT ORDAINED by the Council of the City of Dublin, state
of Ohio, of the elected members concurring:
Section 1- That the bid from strawser Paving Company, in the amount of
$226,665.00 to extend Innovation Drive (formerly Enterprise Drive) is
accepted.
Section 2. That the City Manager and Finance Director be, and hereby are,
authorized and directed to execute a contract with strawser Paving
",.. Company, for completion of said project pursuant to the bid specifications
and documents on file in the office of the Department of Development.
.... Section 3. That there be advanced from the General Fund the amount of
$275,000 to the Applied Innovation Tax Increment Equivalent Fund for the
purpose of extending Innovation Drive as required by the Tax Increment
Financing Agreement. This advance is to be reimbursed to the General Fund
from the service payment in lieu of taxes that are received from the
Franklin County Auditor.
Section 4. That there be appropriated from the unappropriated balance in
the Applied Innovation Tax Increment Equivalent Fund the amount of
$275,000 of the total; $29,400 is to be appropriated to account 48-03-14-
2349 for design costs, and 245,600 is to be appropriated to account 48-03-
24-2551 for construction of the project improvements.
Section 5. That this Ordinance be, and hereby is, declared to be an
emergency measure due to the fact that the Tax Increment Financing
Agreement will serve to promote economic development and jobs within the
City and preserve the public health, safety and welfare and, therefore,
this Ordinance shall take effect and be in force immediately upon its
passage.

Improvements
DATE: September 9, 1993
On Wednesday, September 9, 1993 bids were received and publicly
opened and read for the subject project. The one bid was received
as shown on the attached bid form. Also attached is a copy of the
bid tabulation for your information.
strawser Paving Company was the only bidder for this project. They
have a reputation for doing very high-quality work. It is
recommended by the City Engineer that this contract be awarded to
them.
Attached is an Ordinance for approval as soon as possible by City
Council prior to the award of this contract to strawser Paving
Company.
