Dayton Legal Blank Co, Form No, 30043 -,-- 76-93 i Ordinance No. Passed_ .m_m19_ I ~---~~------_..- - ------~-~~~~----- I ==tcc"--=c::.= I i AN ORDINANCE AMENDING SECTIONS 1107.01(c), 1103.06, 1105.18 AND 1107.08, CODIFIED ORDINANCES OF THE CITY OF DUBLIN, TO PROVIDE FOR CUL-DE-SAC STREET REGULATIONS r ( WHEREAS, the Council of tbe City of Dublin, State of Ohio, finds -- that cul-de-sac streets must be constructed with a width sufficient to provide adequate clearance for fire apparatus. WHEREAS, the regulation of cul-de-sac streets is essential for the health, safety and welfare of the residents of Dublin. HOW THEREFORE 7be it ordained by the Council of the City of Dublin, State of Ohio, of the elected members concurring, section 1. That Section 1107.01(c) of the Codified Ordinances of the City of Dublin, Ohio be amended to read as follows: A cul-de-sac street shall have a maximum length of 1,000 feet measured from the center line of the nearest street intersection to the center of the cul-de-sac turnaround. The minimum diameter of a cul-de-sac turnaround for a cul-de-sac street with a length of 300 feet or less shall be eighty-one feet as measured from back to back of curb. The minimum diameter of a cul-de-sac turn- around for a cul-de-sac street with a length of over 300 feet shall be ninety-one feet as measured from back to back of curb. An unpaved, landscaped center island shall be constructed on a cul-de-sac turnaround provided the cul-de-sac turnaround shall have a minimum diameter of ninety-one feet as measured from back to back of curb. A landscaped center island of a cul-de-sac turnaround shall have a maximum diameter of fourteen feet as measured from back to back of curb. This section shall not apply to districts zoned commercial or industrial. l"...... Section 2. That Section 1103.06 of the Codified Ordinances of "- the City of Dublin, Ohio be amended to read as follows: (1) The width of streets shall conform to the width designated on the Thoroughfare Plan and any subsequent amendments thereto. (2) Streets shall have the following minimum right-of-way widths: il Boulevard 100 feet II Arterial 80 feet it Collector 60 feet I' Local 60 feet II Cul-de-sac 60 feet I Minor SO feet I I Right-of-way widths in PUD zoned areas shall be subject to the I approval of the Planning and Zoning Commission and shall not be I less than fifty feet in width. An additional ten feet shall be I required where parking is provided on both sides of the street I I except for minor streets. I i Ii (3) The minimum diameter of the right-of-way of a turnaround for a cul-de-sac street with a length of 300 feet or less shall be 110 feet. The minimum diameter of the right-of-way of a turnaround II for a cul-de-sac street with a length of over 300 feet shall be 120 feet. Cul-de-sac streets with lengths greater than 500 feet shall have an additional ten feet of right-of-way for sidewalks II or an additional fifteen feet for right-of-way for bikepaths II ,.... II unless otherwise specified by the Municipal Engineer. I Ii (4 ) Whenever any subdivision or resubdivision provides lots in the \.... I interior of existing blocks, such lots shall front upon, or have i proper access to a permanently dedicated street which connects I with one of the streets bounding the block. (6) Rights-of-way at a street intersection shall be connected with a straight line connecting the points of tangency of an arc circumscribed between the intersecting right-of-way lines. The minimum radius of the arc shall be 25 feet unless otherwise specified by the Municipal Engineer. This section shall not i I affect the location of setback lines. , Section 3. That Section 1105.18 of the Codified Ordinances of the City of Dublin, Ohio be amended to read as follows: Sidewalks or bike paths shall be constructed on both sides of all streets except as waived by Council. I The Municipal Engineer shall determine whether I' sidewalks or bike paths shall be constructed. Section 4. That section 1107.08 be enacted to read as follows: I i I Whenever possible, a note shall be placed on the final plat requiring \1 that the homeowners' association of the subdivision shall maintain any unpaved, landscaped center islands of cul-de-sac streets in accordance with I standards as promulgated by the Municipal Engineer. Kindra, city Engineer SUBJECT: Cul-de-Sac Design - Amendment to section 1107.01(c) of the Dublin Planning & Zoning Code DATE: September 1, 1993 The attached proposal concerning the subject matter was reviewed and approved by Dublin's Service Committee on February 18, 1993. Subsequently, on July 8, 1993, the Planning and zoning Commission also approved the same. Details of the changes are explained in the attached memorandum of February 16, 1993 by the City Engineer. Also, attached is a copy of the proposed ordinance for approval by City Council. Since the action recommended is an amendment to existing City code, the Law Director has suggested leaving several sections of the codes, as they relate to cul-de-sac streets, in tact until after a comprehensive code review and amendment. Kindra, City Engineer SUBJECT: Cul-de-sac Design DATE: February 16, 1993 To address an on-going issue concerning sufficiency of cul-de-sac diameter, we laid out a trial cul-de- sac design for use by the Washington Township Fire Department. After further discussion and meetings with Chief Bostic and Captain Sedlqck, I recommend that section 1107.01 (c) of Chapter 1107 be amended to state that: ....... In single-family, residential zoning district, cul-de-sac streets shall have a maximum length of one-thousand (1000) feet. The length of a cul-de-sac street shall be measured from the centerline of the nearest street intersection to the center of the cul-de-sac diameter. Cul-de-sac turn-a rounds shall be designed with a minimum street right-of-way diameter of one- hundred twenty (120) feet. The outside diameter of the cul-de-sac turn-around pavement shall be 90 feet as measured from the face of the curb, where unpaved, landscaped center island is provided, the inside diameter of the unpaved circle shall be no more than fifteen (15) feet. as measured from the face of the curb. Cul-de-sac streets with a length of 300 feet or less may be designed with an eighty (80) foot diameter pavement as measured from the face of the curb, with a minimum right-of-way of one-hundred (100) feet diameter. Cul-de-sac streets having a length from five hundred (500) to one-thousand (1000) feet shall provide an additional ten (10) foot wide easement or right-of-way for sidewalk connection or fifteen (15) foot wide easement or right-of-way for bikepaths, as may be determined necessary by the City Engineer, to provide connection to existing or future transportation facilities through the cul-de-sac street. The responsibility of building such connections lies with the developer. The unpaved, landscaped center island, where provided, shall be maintained by the home owners' association to the satisfaction of the City. ,- This is a draft to put ideas down on paper for further discussion and review. However, since several \-.- subdivisions are under active construction at this time, prompt action on this matter will help engineers to design the streets as per this recommendation.
