Sanitary ] sewer service will be a gravity system that ties into the Delaware County sewers in the Wedgewood subdivision. Surface drainage will meet Dublin requirements and will be provided by our on site lake and retention areas. Traffic patterns will be as shown on the plans. It is our intention to proceed with engineering plans and then development once the rezonings have been finalized, we would anticipate developing all of the Dublin lots at one time. Existing aad landscaping to be furnished by the developer are shown on the plan. This subdivision is east of and contiguous to the Wedgewood Hills subdivision, the Wedgewood development lies to the north of our property and a there is a farm along our eastern property line. Rezoning Application Z93-003 - Summitcrest Lakes Ms. Clarke presented the slides and the Staff Report. This is a rezoning application for the ,,., Guzzo property called Summitcrest Lakes. Ms. Clarke pointed out the handout from the Parks , and Recreation Committee. This borrow pit was part of a freeway construction project some years ago, and it will be flooded to become a lake. The road system features one point of entrance from Summitview Road, a tie-in to the Dublin portion of the proposed Wedgewood .... subdivision, and a loop system that goes around the lake. Most of the surrounding property is still undeveloped. There's a heavy tree row that wraps around the perimeter of the site, several wet ponds, and abundant wildlife, but the borrow pit has never re-vegetated. Part of the land is in Liberty Township in Delaware County, and part of the land is within the city of Dublin in Franklin County. The overall proposal is for 143 lots on the 141 acres, and in the center of the .. site is a 28-acre lake. The area within the City of Dublin is 68 lots on about 65 acres. - This is a rezoning application from R-I, which requires a 40,000 square foot lot and is generally considered to be a holding zone, to the PLR (Planned Low Density Residential) district. The general layout, lot size, density, access considerations, park areas, utilities services, and development standards are all part of the Planned Low Density Residential rezoning application. After it is rezoned by City Council, this land will be reviewed by the Commission again, for consideration of the preliminary and final plats. zt" .... "-,----_.-~ ^ "" -'"-_...- ~' Dublin Planning and Zoning Commission Meeting Minutes - June 10, 1993 Page 11 Immediately to the east of this site is another undeveloped parcel which is the Conine pig farm which also extends up into Delaware County. To the west of this site is the Dublin portion of the Wedgewood subdivision. That preliminary plat has been filed, and it will be scheduled for review as soon as the sanitary sewer issues have been resolved. Water service is available along Summitview Road, and the water line for the Dublin portion will be looped within Dublin. The Delaware portion will be a loop line within the Deleo system in Delaware County, as was the case with the Wedgewood development. This property along with Wedgewood and the Conine ~ property are under study for sanitary service by Delaware County. The agreement has not yet been signed, but there is an application being processed to provide sanitary service through Delaware County. That issue will be settled before considering the preliminary plat. There are some traffic concerns. According to a traffic study generated for the \Vedgewood development, a traffic signal is currently warranted at the intersection of Summitview Road and Riverside Drive; the intersection of Summitview and the entry road would not meet the warrants. The City Engineer is recommending that an implementation plan for the traffic signals be resolved prior to submission of the preliminary plat. That may involve sharing the signalization costs with the developers. This proposal has been reviewed by the Ohio Department of Natural Resources, by the Ohio EPA, and by the Army Corp of Engineers. There were a lot of issues regarding wetlands, the water quality of the runoff going into the lake, and some possibly even endangered species issues--all of which have been resolved by the developer. The subdivision is within two jurisdictions with differing sets of standards. The developer's challenge will be to successfully merge the two sets into one integrated development and to convince either Dublin or Liberty Township to accept some variance to the usual standards to achieve a harmonious end product. The standards differ on utility service and design, roadway design, sidewalks, etc. ..- The Dublin portion is 68 units, and twenty-seven of them back up to the lake. The overall gross density here is 1.04 units per acre. The Wedgewood density is 1.1 units per acre. The public park proposed is 8.36 acres located along Summitview Road. The Wedgewood development that is immediately to the west has public park in two areas, one along Riverside Drive (Block 4 of 'IlIiIh,", O'Shaughnessy Hills) and several acres along its east property line on a major ravine. To extend that, the Staff is recommending that ravine park land be extended into this subdivision. The developer is concerned that the lake is intended to be a strictly private amenity. The city will cooperate with him to do whatever is necessary to keep public park users solely on the public land. . Stormwater detention is shown in two areas along the southern creek. One area is indicated . along the northern stream in Delaware County. Two major ravines run generally east to west through this site. Sidewalks in Dublin are required on both sides of all streets. The developer is showing a bike path that would encircle the lake. Staff feels this is a very good plan for the area north of Summitview Road, and that the lake will foster a really special neighborhood. Ms. Clarke referenced a memo from the Parks and Recreation Committee. Their concern was with the developer's plan for park development. The City will work with future residents of the area to incorporate active park amenities of the proposed open space. Active in this case means an area large enough for pick-up games to take place there. Ms. Stillwell reminded the applicant and the audience of the 15 minute time limit. ... of Mr. Howard Adams introduced himself and Dave Bassett of Bassett and Associates, Lima, Ohio. Mr. Bassett brought slides for a storm water presentation. Mr. Adams said they can handle all ... the run-off from our own subdivision and 28-acre lake, all we have to do is raise the level of the sideboards (banks on the lake) if you will. We came prepared to do so because in the past that's been the biggest concern of all those who live along Riverside Drive. Mr. Adams stated they had a meeting with the neighborhood and Civic Association on May . 12th. He also stated those attending voted to approve this unanimously. We also met with the - Delaware County Regional Planning Commission on May 28th, and they approved our plan. We worked on this for four years. Mr Adams said he was not familiar with the last several conditions, but they can be worked out. A Commission member asked about the minimum lot size and how the lake would be filled. Mr. Adams stated that they would be 100 foot lots minimum, but the site has not been final engineered it. Bassett will do it and that should work. It is shown in Delaware County, and he would prefer one in Franklin County, one that Dublin could control. He suggested extending the southern cuI de sac to the east property line. Mr Adams responded that there are separate approvals, but there would be certainly north/south streets because Conine's property is also one piece. He would strongly prefer not to extend that cui do sac. Ms. Stillwell asked if Condition #9 covered this, and that at the time of preliminary plat we will ~; work out a connection in Franklin County. Ms. Clarke responded that roadway connections are appropriate to take up with the preliminary plat. Mr. Adams reiterated his desire to develop a passive park, without soccer, etc. w"-",, , Mr. Fishman supported having the developer improve the park land. He was concerned that the Wedgewood ravine park be continued in this subdivision. Mr. Adams said he knows that the city would like to extend that park. We are willing to cooperate if the city agrees to preserve it in its natural state. If the city ever decides to change, it will revert back to the homeowners' association. Mr. Fishman and Mr. Adams agreed that it would be a public park on the west side of the road and private on the east. Mr. Fishman asked if the bikepath would be public or private. Mr. Adams responded that it would be public and located in the right-of-way in front of the houses and would be installed in lieu of sidewalks within the subdivision. It will hook into Wedgewood. Mr. Fishman stated he thought it was a beautiful plan. - Mr. Adams was asked if he accepted the conditions. Mr. Adams responded that he agreed to work on them. Several of the issues were new to him tonight and he could not agree outright without discussing them further with the Staff. The active nature of the park was particularly 'Iiii","-"'" upsetting. This issue was further discussed. Ms. Jordan tried to clarify the issue by stating that no specifically designed athletic facilities are under discussion. We are not talking about putting a ball diamond, soccer field, etc. We want to make sure there is sufficient lawn area for parents and children to practice, throw a ball around and such, an open lawn. However, we will work with the new residents of that . neighborhood, to determine if they would like to have a small play area, a small tot lot, a small - shelter house or similar facility. It would not be designed as ball fields, etc. Mr. Adams said he would work with Mr. Bassett on an area to do that. He stated that he accepted the conditions as written in the Staff Report and would work with the staff to resolve the others at the preliminary plat. He further stated that he would improve the public park land provided that the city approved of his plan. S\I( - Dublin Planning and Zoning Commission Meeting Minutes - June 10, 1993 Page 14 Mr. Randy Roth, President Dublin Civic Association stated that the neighbors appreciate the work Mr. Guzzo and Mr. Adams have done and their willingness to meet with us. We agree with the staff report. \Ve would like the time table for the traffic signal at Summitview. We are delighted the acquisition of this small nature preserve on the ravine (small park) will remain in its natural state. We are concerned that was a statement made about pumping ground water in case the lake didn't fill up, and we'd rather that not happen. We are also concerned about the minimum lot sizes. They should be at least 100 f1. lots. The organization is delighted with this plan and voted unanimously to support it. ~ Mr. Dave Bassett, Landscape Architect for the proposed development, presented a brief slide I I presentation and discussion on storm water run off, control and management, to prevent flooding ... as well as erosion. During the discussion he presented laws and legislation that are pertinent. In this particular case, the slope will be reduced and maintained at a ratio of 1 to 4. He also mentioned running roof drainage into gravel strips instead of into ground pipes and using grass swales instead of curbs. Safety and maintenance of projects will also be a consideration as well as the legal requirements and engineering standards. Bassett presented slides of the Muirfield Project were used as an example of the desired finished results. Slightly over 65 acres is within Dublin, with 75 acres located in Liberty Township outside Dublin. The property has been zoned R-l, Restricted Suburban Residential District since its annexation in the early 1970s. Some years ago, the property owner used the site as a borrow pit in connection with the construction of S.R. 315. It was in fact the first stage of development and created the large depression that will become a 28 acre lake. The lake will be the central focus for the entire development. The plan sets forth the general layout, lot size, access, park area, utility service and development standards. The Planning and Zoning Commission shall make its recommendation on the rezoning requested and then return the application to City Council. A public hearing will be conducted there. Following that, City Council will vote on the ordinance. A two-thirds vote of Council is required in order to override the recommendation of the Commission. If approved, the proposal will be reviewed under the preliminary and final platting procedures as well. -.. CONSIDERA TIONS: 0 The site is located on the north side of Summitview Road and carries R-l zoning, as does the property to the south across Summitview Road and to the east. Most of the land is open without vegetative cover, however, some woods remain. Two ravines --..,. with intermittent streams cross the site from east to west. One is located in the southern third of the site, and the other parallels the county line. Immediately to the west is the recently rezoned Wedgewood development (Dublin portion) and Wedgewood under development in Delaware County. The preliminary plat on the Dublin portion of Wedgewood may be submitted for Commission review next month. Im.l!lediately to the east is a working farm that raises pigs. To the north also is the .- Wedgewood development in Delaware County. - 0 Water service to the site is readily available. The Dublin portion will have a looped Columbus waterline, and the Liberty Township portion will have a looped Deleo line. Sanitary sewer will be provided either through the major Northeast Quadrant sewer extension, with this site being serviced through a lift station, or by utilizing the sanitary system in place in Delaware County. This issue is still under discussion and is will be resolved before a preliminary plat is flIed on the site. The request for Delaware County sanitary service involves the Wedgewood parcel, this site, and the 1)U --- Dublin Planning and Zoning Conunission . Staff Report - June 10, 1993 Page 8 Conine Farm to the east, all of which extend into Delaware County. Utility construction must not employ blasting. 0 The site is over 1000 feet in width along Summitview Road, the site broadens out considerably in Delaware County. The overall proposal will have 143 lots in a layout that features a 28-acre manmade private lake at its center. There is a loop street encircling the pond. It enters from Summitview Road and extends to the north into Liberty Township where it will connect in two places with the Wedgewood street system. It should be recalled that this proposed entry road onto Summitview Road -, will also be providing the southern access for the Wedgewood development. The ~ specific location of the entrance is still under study for sight distance considerations. The exact location will be determined after more detailed information is received, in ..... connection with the preliminary plat. 0 The traffic study that was required for Wedgewood to address operational concerns at the intersections of Summitview Road and Riverside Drive and the entrance into Summitcrest with Summitview Road has been received. The report shows that a traffic signal is currently warranted for the intersection of Summitview Road and Riverside Drive. Dublin will install traffic signals at the intersections of Hard Road and Riverside Drive and at Tuller Road and Riverside Drive. Franklin County is planning a traffic signal at the intersection of Summitview Road and Sawmill Road. A traffic signal is being also constructed for the entrance of Wedgewood (in Delaware County) from Riverside Drive. The City Engineer recommends that the issue of the traffic signal be resolved prior to submission of the preliminary plat. 0 The topography of the site has within it some very steep slopes. Permanent erosion protection of the slopes will have to be incorporated into the grading plan. ODNR and the OEP A have guidelines for slope protection, which must be followed. The details will be addressed as part of the construction drawings. 0 Given the nature of the soils and the groundwater conditions of the proposed site, pavement design will have to address existing soil conditions. Pavement should be .. designed according to the requirements of the City Engineer. 0 The proposal is a subdivision which will be located in two different jurisdictions. This is quite similar to the neighboring Wedgewood example where most of the - development is located in Delaware. Several later sections will be located in Dublin. The Liberty Township area is generally serviced by Delaware County utilities and services and the Olentangy School District. There is no expectation that the Delaware County property will be annexed to Dublin. It should be noted that Dublin and Delaware County have different standards and requirements for subdivision imp'rovements. Part of the developer's challenge will be to successfully marry the .. two sets of standards in a harmonious manner. - 0 The Dublin portion has 68 lots, 27 of which will back up to the lake. It also includes 8.8 acres of the pond, 7.2 acres of private open space at locations throughout the interior and 8.36 acres of public parkland located along Summitview Road. The Dublin portion of the site is rather linear, but the pond widens significantly in the northern part of the site. The Liberty Township section will have 75 lots, 19.6 acres of the pond, another 6.6 acres of private open space, and no public park. 0 The park dedication requirement for the Dublin development is 5.05 acres. This area is 8.36 acres, well over the necessary dedication requirement. At the time of the Wedgewood rezoning, however, an extension that subdivision's park along the wooded ravine was identified as this site's preferred park area. Staff still endorses that plan. 0 The proposed gross density is 1.04 dwelling units per acre. Wedgewood has been ~ rezoned with a gross density of 1.1 units per acre. The minimum lot width is 100 feet, and the smallest lot is about 15,000 square feet. The development standards include a minimum 50-foot front setback and varied rear and side yard standards. ....,... 0 Sidewalks are required on both sides of all streets unless waived by City Council, and th~s will include Summitview Road. The applicant proposes to install a pedestrian path on one side of the internal street only. It is shown within a 40-foot wide band of landscape buffering. Delaware County does not have a sidewalk requirement. 0 The site was substantially denuded of vegetation in connection with the borrow pit, and most of it is still barren. The perimeter edge, the wooded ravine and some woods in Delaware County remain. No tree surveyor data on the existing woods have been submitted. Additional information on the trees should be included at the preliminary plat. Portions of the site are shown to be marsh and wildlife areas. 0 Stormwater detention areas are shown in two places along the southern creek. One area is indicated along the northern stream in Delaware County. Stormwater calculations will be needed to assess the applicant's plan for stormwater management.
