Passed.m__mumm ______uunn mumm__19m..u AN ORDINANCE ACCEPTING THE LOWEST AND BEST BID FOR ROAD SALT FOR THE TIME PERIOD COVERING NOVEMBER 1, 1991 THROUGH MARCH 31, 1992 AND r'l AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT GOVERNING THE PROCUREMENT OF SAID SALT. 1 \...-' WHEREAS, after advertising and receiving bids for road salt for the time period covering November 1, 1991 through March 31, 1992; and, WHEREAS, Council has determined that the bid submitted by Morton International, Inc. in the amount of $32.75/ton, is the lowest and best bid; NOW, THEREFORE, BE IT ORDAINED by the Council of the city of Dublin, state of Ohio, ~ of the elected members concurring: Section 1. That the bid submitted by Morton International, Inc. in the amount of $32.75/ton for road salt for the time period covering November 1, 1991 through March 31, 1992, is hereby accepted. Section 2. That the City Manager is hereby authorized to enter into a contract with Morton International, Inc. , governing the procurement of said salt as specified within said bidder's bid proposal and the City's bid documents on file in the Division of Personnel & Purchasing. Section 3. ADMINISTRATIVE REPORT TO: Members of Dublin City Council FROM: Timothy C. Hansley, City Manager SUBJECT: Salt Bids DATE: September 3, 1991 ~ BY: David L. Harding, Director of Personnel & Purchasing ~ ~ Summary & Action Recommended After advertising and receiving bids for road salt, said bids were opened at 10:00 A.M. on Tuesday, August 27, 1991. Bids were requested based upon an estimated quantity of 4,000 tons for a contract period covering November 1, 1991 through March 31, 1992. (For reference purposes, it should be noted that the estimated quantity of 4,000 tons, upon which the vendors prepared their bids, is the same as last year.) Attached for your consideration, please find the bid tabulation and Ordinance No. 69-91 accepting the lowest & best bid. In staff's judgement, the bid submitted by Morton International Inc. in the amount of $32.75jton is, the lowest & best bid; therefore, staff recommends that said bid be accepted. (Again for reference purposes, it should also be noted that Morton International, Inc. is the same vendor which provided salt to the City during the Winter of 1990-91 and Morton's 1991-92 bid of $32.75jton has not increased from their bid price offered the City during 1990-91 contract period. In addition, it should be emphasized that Morton International provided timely, excellent service to the City during the 1990-91 contract period.) Evaluation of Bids As referenced on the attached bid tabulation, the City received bids from the following vendors: *Morton International, Inc. *North American Salt Company *AKZO Salt, Inc. *Cargill, Inc. During the bid evaluation process, staff noted that Morton International, Inc. and Cargill, Inc. had each submitted a low bid of $32.75jton; however, staff also noted that the bid from Cargill, Inc. deviated from the City's salt , specifications in that their salt was white in color instead of blue as specified ......... by the City in the salt specifications. The blue color is indicative of the fact that an anti-caking agent, which the City also requires in its specifications, has indeed been added to the salt. The blue color is deemed by the City to be a critical, substantive requirement clearly identified in its specifications. Since the bid from Cargill, Inc. does not comply with the specifications in this regard, and the bid from Morton International, Inc. does, the bid from Morton International, in staff's judgement, is the lowest & best bid. Conclusion Based upon the fact that the bid submitted by Morton International is not only the lowest bid, but that said bid also complies with the City's salt specifications, staff recommends that said bid of $32.75jton for the contract period of November 1, 1991 through March 31, 1992 be accepted. Please note that Ordinance No. 69-91 is not written as emergency legislation. Staff anticipates that given current supply levels and normal weather patterns in late October - early November, there should be sufficient time to allow the normal legislative process to take its course.
