NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, state of Ohio, ~ of the elected members concurring: Section 1. That the petition for the annexation of 11.5 +/- acres (See attached legal description) to the City of Dublin, Ohio is hereby accepted. Section 2. SHEPHERD, III FOR ANNEXATION OF 111.5I ACRES IN WASHINGTON TOWNSHIP TO THE CITY OF DUBLIN, OHIO - CASE #16-91 WHEREAS, the Commissioners of Franklin County, State of Ohio, proceeded on the 3rd day of July, 1991 to hear the petition of Allen S. Shepherd, III, filed May 3, 1991 , and having in open hearing heard all of the persons desiring to be heard for or against the granting of the petition, and having considered all the facts with reference thereto, being fully advised, and WHEREAS, the Commissioners make the following findings, based upon the exhibits and testimony presented at the hearing of this matter: 1. The Petition contains all of the matters required by Ohio Revised Code Section 709.02 including, without limitation: A. A full description and accurate map or plat of the territory to be annexed; B. A statement of the total number of owners of real estate in the territory to be annexed; C. The name of the person to act as agent for the petitioner. 2. The territory sought to be annexed is adjacent and contiguous to the City of Dublin, Ohio. 3. Notice of the petition and the hearing has been published as required by law, and all notices of filing the petition and the hearings thereon have been given and delivered as required by law. 4. The persons whose names are subscribed on the petition are owners of real estate in the territory sought to be annexed, and as of the time the petition was filed, the number of valid signatures on the petition constituted a majority of the owners of real estate in the territory proposed to be annexed. 5. The map or plat and the description of the territory contained in the petition are accurate. 6. The City of Dub lin has complied with Division (B) of Ohio Revised Code Section 709.031. 7. The territory sought to be annexed is not unreasonably large. 8. The general good of the territory sought to be annexed will be served if the annexation petition is granted and the annexation is allowed. Therefore, upon the motion of Commissioner Teater , seconded by Commissioner DeMoss : BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF FRANKLIN COUNTY, OHIO: Section 1. II IWHEREAS. a petition for the annexation of 111.5 acres from Washington Township was duly filed by Robin Green, agent for the petitioner, Allen S. Shepherd III; and . WHEREAS. a public hearing will be required before the Franklin County i Commissioners on July 3, 1991; and, , jlWHEREAs. Section 709.031 of the Ohio Revised Code requires that, prior to said hearing, the Municipal Authority shall adopt a statement indicating what services, if any, the Municipal Corporation will provide to the territory proposed for annexation. ,I I NOW. THEREFORE. BE IT RESOLVED by the Council of the City of Dublin, State of I Ohio, _____ of the elected members concurring that: I Section 1. The City of Dublin will provide the following municipal services I for the 111.5 acres in Washington To~ship, Franklin County upon the I annexation of said area to the City of Dublin, Ohio: I , I i Police. The City provides Police and Communications service on a full twenty-four hour basis and also has mutual aid agreements with other municipali ties. The annexation area lies approximately one mile south of Dublin's Police Division Headquarters. Dublin operates with a minimum of three cruisers on duty. A response time of approximately five minutes, for an emergency situation, should be expected in this area. Fire. Fire protection is currently provided by well-staffed departments in Washington an<;l Perry Townships in Franklin County, and Concord Township in Delaware County. They too have mutual aid agreements with other I municipalities. This annexation. would not change fire department I jurisdictional boundaries and therefore response times for fire and emergency medical services. will not be affected. The Washington Township Fire Station I is approximately one mile from the annexation area and normal response times should be approximately three minutes. I Sanitation. Residential refuse collection services are contracted by the City and are currently provided at no additional charge. Street Maintenance. The City has a Street Maintenance Department which provides excellent service in the area of street and road maintenance.
