"RED" TRABUE NATURE RESERVE PHASE I AMENDING THE ANNUAL APPROPRIATIONS, - AND DECLARING AN EMERGENCY WHEREAS, After advertising and receiving bids for M. L. "Red" Trabue Nature Reserve Phase I, and; WHEREAS, Council has determined that the base bid submitted by Decker Construction Co., in the amount of $120,446.00, (One Hundred Twenty Thousand, Four Hundred Forty-Six) is the lowest and best bid, and that the bid alternate submitted by Decker Construction Co., in the amount of $870.00 (Eight Hundred Seventy) is the lowest and best bid, and; WHEREAS, It is necessary to amend the annual appropriation ordinance for the purpose of appropriating funds to pay the costs of the construction of M. L. "Red" Trabue Nature Reserve Phase I. NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, ~ of the elected members concurring that: r-- Section 1. That the bids submitted by Decker Construction Co., in the total "- amount of$121,316.00, (One Hundred Twenty-One Thousand, Three Hundred Sixteen) for M. L. "Red" Trabue Nature Reserve Phase I is hereby accepted. Section 2. That the City Manager is hereby authorized to enter into a contract with Decker Construction Co., governing the services as specified within said bidder's bid proposal and the City's bid documents on file in the Division of Personnel and Purchasing. Section 3. An additional appropriation of $25,000.00, (Twenty-Five Thousand) is hereby made to the Land and Land Improvements Capital Projects Account #40-03-14- 2510 from the unappropriated balance to pay for the cost of park land development and related expenses. I Section 4. Due to the fact that time is of the essence to begin this major public I improvement, and due to the fact that the annual deadline to encumber the budgeted I project funds is approaching, this Ordinance is hereby declared to be an emergency I measure necessary for the preservation of the public peace, health and safety and therefore, this Ordinance shall take effect and be in force immediately upon its passage. Ohio 43017 Compiled by Fred Hahn, Parks Administrator (614) 761-6520 FAX(614) 889-0740 On October 30, 1991, bids were opened on the M. L. "Red" Trabue Nature Reserve Phase I. The project consists of approximately 3450 linear feet of bike path and three (3) bridges. Also considered were three (3) alternates; a fourth bridge, removal of a concrete slab, and landscaping. The estimated cost of the base bid was $129,425.00. There were seven (7) bids. We are recommending accepting the bid submitted by Decker Construction. This bid, at $120,446.00, was the lowest. Decker has previously done work for the City of Dublin. Their work has been satisfactory and timely. We are also recommending accepting the alternate for the removal of the concrete slab. The estimate was $990.00 and was bid at $870.00. The total bid award would be $121,316.00. Bidders: 1). Decker Construction $120,446.00 2). Buckeye Paving Co. 122,100.00 3). State Paving Inc. 125,000.00 4). Strawser Paving 141,900.00 5). The Righter Co. 160,777.00 6). In site 164,000.00 7). Columbus Asphalt Paving 179,600.00 On the 1991 C.I.P. budget there is $115,000.00 appropriated for this phase. An additional $25,000.00 has been committed to this project by the Lowell Trace Development Co., thereby necessitating an amendment to the 1991 annual appropriations. (please see attached) Remaining funds will be used for landscaping. The bike path will connect to the existing tunnel under A very Road and run west eventually connecting to Newgrange Drive in the Lowell Trace housing development. It will allow the public a scenic access to this area and will provide the egress for future development. City of Dublin 6665 Coffman Road Dublin, Ohio 43017 Re: Lowell Trace Development Corp. park contribution Dear Janet: At your request I am sending this letter to confirm that Lowell Trace Development Corp. will make a contribution of $25,000 towards the improvements scheduled to be made to the Red Trabue Nature Reserve south of the Lowell Trace subdivision. This contribution of $25,000 represents the final remaining contribution required by Lowell Trace Development Corp. to the City of Dublin in connection with its development of the subdivision known as Lowell Trace, Sections 1, 2 and 3. The contribution will be made at the end of this year. We have enjoyed working with you on the plans for the Red Trabue Nature Reserve and it is our sincere hope that the Nature Reserve will be enjoyed by the citizens of Dublin for many years to come.
