AND AUTHORIZING THE CITY MANAGER TO 1 EXECUTE A CONTRACT GOVERNING THE t PROCUREMENT OF SAID EQUIPMENT AND '- DECLARING AN EMERGENCY WHEREAS, after advertising and receiving bids for an "Engine Analyzer; and, I I WHEREAS, Council has determined that the bid submitted by Bear Automotive Service Equipment Company in the amount of $19,075.00 for said equipment is the lowest & best bid; NOW, THEREFORE BE IT ORDAINED by the Council of the City of DUblin, . State of Ohio, 7 of the elected members concurrJ.ng: section 1. That the bid submitted by Bear Automotive Service Equipment Company in the amount of $19,075.00 for an "Engine Analyzer" be, and hereby is, accepted. section 2. That the ci ty Manager be, and hereby is, authorized to execute a contract with Bear Automotive Service Equipment Company for the procurement of said equipment as specified within the successful bidder's bid proposal and the r- City bid documents, both on file within Division of Personnel & Purchasing. ........ section 3. That this Ordinance is declared to be an emergency necessary to preserve the public health, safety and welfare and therefore, shall take effect and be in force immediately upon its passage. Hansley, City Manager SUBJECT: "Engine Analyzer" Bid Process DATE: November 26, 1991 BY: David L. Harding, Director of Personnel & Purchasing After advertising and receiving bids for an "Engine Analyzer", said bids were opened at 2:00 p.m. on Friday, November 22, 1991. Attached for your consideration please find the bid tabulation and Ordinance No. 90-91 accepting the lowest and best bid for said equipment. As reflected in the attached bid tabulation, the City received bids from the following vendors: * Bear Automotive Service Equipment Company * Snap-on Tools Although Snap-on Tools submitted the lowest bid in the amount of $17,000, said bidder's equipment deviated from the City equipment specifications in three particular areas. (Refer to bid tabulation for details.) On the other hand, the bid submitted by Bear Automotive Service Equipment, Inc. in the amount of $19,075.00 complied with the City equipment specifications in every respect. Since the bid submitted by Bear Automotive is more responsive to ,lfIio.'#r-",~ the expressed needs of the City, said bid is considered by staff to be the lowest and best bid.
