ADMINISTRATIVE REPORT TO: Members of Dublin City Council FROM: Timothy C. Hansley, city Manager SUBJECT: Single Axle Dump Truck Bids DATE: October 18, 1991 BY: David L. Harding, Director of Personnel & Purchasing oM( Summary , Action Recommended After advertising and receiving bids for two 1992 single axle dump trucks, said bids were opened at 10:00 A.M. on Friday, September 6, 1991. Attached for your consideration please find the bid tabulation and Ordinance No. 79-91 accepting the lowest & best bid for said equipment. Evaluation of Bids As referenced in the attached bid tabulation, the City received bids from the following vendors: . Center City International . Bob McDorman Chevrolet . Byers Chevrolet . Graham Ford, Inc. . MCD Equipment Company As reflected in the bid tabulation, Center City International submitted the lowest bid in the amount of $97,112.56 for International model 4900 trucks with R&S aluminum dump bodies provided by Buckeye Truck Equipment; MCD Equipment Company submitted the highest bid in the amount of $105,790 for Ford model L8000 trucks with Rogers aluminum bodies. During the bid evaluation process, staff noted that all bids contained deviations from the City equipment specifications, in varying degrees, except for the bid submitted by MCD Equipment. (These deviations are reflected in the Remarks/Comments section of the bid tabulation form. ) Although the bid submitted by MCD Equipment contained no deviations, said bid, as mentioned previously, was the highest bid submitted. In fact MCD Equipment's bid price per vehicle is $4,338.72 higher than the lowest bid price per vehicle submitted by Center City International. Furthermore, MCD Equipment's total bid price is $8,677.44 higher than the lowest total bid price submitted by Center city International. An analysis of the deviations contained in the Center City International bid indicates that these deviations do not represent critical deficiencies in the bidder's equipment and are irregularities staff is willing to waive. Conclusion In staff's judgement, that after evaluating the relative merits of all bids received, it would be in the best interest of the City to accept the bid submitted by Center City International in the amount of $97,112.56 for two 1992 International model 4900 single axle dump trucks with R & S aluminum bodies provided by Buckeye Truck Equipment. Therefore, staff recommends that said bid be accepted as the lowest & best bid. It should be noted that the expenditure of $120,000 was authorized by the 1991 Budget for the purchase of these vehicles. Please also note that Ordinance No. 79-91 has not been drafted as emergency legislation; however, given that the bid price from Center City International is firm until December 6, 1991, staff would respectfully request that Council consider this Ordinance as emergency legislation at the third reading of said Ordinance on November 18, 1991 if needed.
