AN ORDINANCE ACCEPTING THE LOWEST AND BEST BID
FOR TIlE CONSTRUCTION OF TIlE DUBLIN JUSTICE
CEHTER AND AUTBORIZING THE CITY MANAGER TO
EHTER IRTO A CONTRACT FOR TIlE CONSTRUCTION OF
r SAID FACILITY AND DECLARING AN EMERGENCY.
l.. WHEREAS, after advertising and receiving bids for the construction of
the Dublin Justice Center; and,
WHEREAS, bids for this project were opened on April 10, 1992 and said
bid prices, pursuant to the bid documents, are only valid for a period
of 60 days or until June 9, 1992, requiring this ordinance to be passed
as an emergency; and
WHEREAS, Council has determined that the lowest and best bid for said
project is from Gutknecht Construction in the amount of $3,850,900; 'I
WHEREAS, the current lease for existing Police space is clearly
inadequate and set to expire in the near future; and
WHEREAS, there is a need, therefore to accomplish a significant portion
of the construction on the new Police facility prior to the winter of
this year;
NOW, THEREFORE B~ IT ORDAINED by the Council of the City of Dublin,
state of Ohio, ~ of the elected members concurring:
Section 1. That the bid from Gutknecht Construction in the amount of
$3,850,900 for the construction of the Dublin Justice Center be, and
hereby is, accepted.
Section 2. That the City Manager be, and hereby is, authorized to
I enter into a contract with Gutknecht Construction for the construction
of said facility pursuant to the bid documents, plans, and
r-' specifications for said project.
l.. Section 3. That this Ordinance be, and the same hereby is, declared to
be an emergency measure for the reason that said bid is valid for a
limited period of time (60 days) and, for the further reason that the
construction process must begin as soon as possible in order to
maintain a construction schedule that is in the best interest of the
City. Therefore, this Ordinance shall take effect and be in force
immediately upon its passage.
