AN ORDINANCE ESTABLISHING A PURCHASING PREFERENCE
FOR PRODUCTS DERIVED FROM RECYCLED YARD WASTE

~ WHEREAS, House Bill 592 prohibits the disposal of yard wastes
in landfills after December 1, 1993; and,
WHEREAS, the Franklin County Regional Solid Waste Management
Authority estimates that yard wastes constitute 17.3% of the
district's municipal solid waste or 236,367 tons per year;
and,
WHEREAS, the diversion of yard waste avoids disposal costs and
extends the life of the Franklin County landfill; and,
WHEREAS, the resulting products are derived from materials
which would have reduced the efficiency of the Columbus Solid
Waste Reduction Facility; and,
WHEREAS, the products derived from yard waste reduce the
demand for virgin materials, some of which are mined from
fragile wetland areas; and,

WHEREAS, the resulting products are a valuable soil amendment I
with high nutrient retention value or are useful as a mulch;
and,

WHEREAS, stimulating markets for products derived from
recycled municipal solid waste is essential to the success of

all recycllng collectlon programs; and,
WHEREAS, Council believes it is desirable to establish a
purchasing preference for such products derived from recycled
yard wastes;
NOW, THEREFORE BE IT OR&AINED by the Council of the City of
Dublin, State of Ohio, of the elected members concurring:
section 1. That within thirty (30) days after the adoption of
this Ordinance, the City will complete a review of all
specifications for the purchase of soil amendments, mulches
and other products which could be derived from recycled yard
wastes and revise those specifications to include a preference
for such soil amendments, mulches, and other products derived
from recycled yard wastes.
Section 2. When purchasing soil amendments, mulches and
similar products, the City shall give preference to products
r- derived from recycled yard wastes, provided they meet the
[ specifications and the cost of said products is not greater
~ than the lowest and best bid, or lowest price quote, by a
factor of ten (10) percent.
