',,", While the new interchange has brought new office and commercial development to the interchange and to the east, less than 1/2 mile to the west exists a number of ranch style homes on 1 acre lots, Due to the proximity of the interchange and the increase in traffic along Tuttle Crossing, these homes - are quickly becoming undesirable residential settings. The present zoning however is still R-l or 1 - acre residential lots, This has left the owners in a position where they no longer have the ability to sell their property at fair market value, - - The purpose of this Master Plan is to prepare a set of Development Guidelines as to architectural standards, common frontage treatments, access and circulation, and land use, These Standards and - Master Plan will be used to achieve a rezoning under the Planned Commerce District. The two we used as models were the transitional overlay district established for Lane Avenue in Upper Arlington, Ohio and the Cemetery Road corridor overlay district created for the City of Hilliard, Ohio by M.O,R.P.C, - In the effort to establish a unified design treatment for landscape, signage and architecture we have - also studied Design Models that reflect the "Dublin Image" mainly the Frantz Road corridor and the .... This Master - Plan document is intended to act as the composite plan as set forth in Chapter 1181.09, while the composite plan will only apply to 13,72 acres, included as part of the P.C.D, submission. It is our - hope that this Master Plan will act as a guideline for the full development of the West Tuttle Crossing - Boulevard corridor. Most recently, in 1993, a regional mall was announced to be developed as part of the Tuttle .. Crossing development. This has rapidly increased development and speculation within the Tuttle Crossing area. The net result will be more uses which will be regional in nature as - they try to serve the regional traffic being drawn by the mall. Growth has already rapidly occurred within the corridor where access to utilities has been available. Apartments have ,.,. been developed north of the site and a retail development was zoned in 1990 just to the west .. along Tuttle Crossing Boulevard. Significant residential growth is developing east of A very Road and north of Rings Road. - _..-."., B. Proposed Land Use In adopting the Dublin Southwest Area plan in July of 1993, the City of Dublin took major steps in controlling land use within the southwest area. However, the availability of land and limited utility service will continue to increase development pressure within the area. In ",a adopting the plan, the City of Dublin put the completion of Tuttle Crossing Boulevard to - A very Road as one of its highest priorities. The completion of this arterial will put increased pressure on these sites along with Tuttle Crossing to serve a more regional need. As sites - become less available or too expensive at Tuttle Crossing, users will begin looking at sites ~ along Tuttle Crossing Boulevard West for the sites' proximity to the interchange and its gateway function to the southwest area. The conversion of these lots will more likely be a - service function of the southwest quadrant or highway related uses serving the Tuttle ':!W!I. Crossing interchange. ~ This is also compounded by the properties difficult size and shape configuration (long - frontage & shallow depth). The difficult size and shape will mandate either a series of freestanding uses or a joining of lots to create a long narrow building facing Tuttle Crossing ~ Boulevard. t'l'!t! While it is very important to suggest that properties be zoned and developed together, it can - not be mandated! Therefore, the Master Plan must be created to allow for individual freestanding uses developed in the best way possible, "'" The Southwest Area Plan has suggested that an overlay district be implemented over the Tuttle Crossing corridor. It goes on to recommend a mix of commercial or office uses with a maximum density of 10,000 square feet per acre. We agree, but feel the best way to ,ill accomplish this is with a joint zoning of many of the properties to a planned zoning district with strict development standards. This is the intent of this Master Plan. ~- .. While corporate style office is clearly the most desirable use for the corridor from Dublin's perspective, it has major constraints from the market perspective. Given the current trend in - office development, major corporate users are moving to larger operational style buildings. MIl These buildings desire large footprints and a lot of parking. Given the size and shape of the properties along the Tuttle Crossing Boulevard West, these buildings will not fit easily. This ,. leaves smaller professional style offices, While we feel that some of these will develop in the .- corridor, most do not desire the high traffic volume that will exist along Tuttle Crossing Boulevard with the development of the southwest quadrant. ,. .. The Southwest Area Plan goes on to recommend "locally-serving commercial uses in appropriate locations to provide goods and services for the area." Given the proximity to the - interchange and a proposed 46,600 vehicle trips per day, we feel this is the appropriate corridor to provide these goods and services. One full service curb cut will be located within the study area & four right in/right - out vehicular access points will be utilized. This would allow an individual parcel to develop ,.. or promote the combination of two parcels for joint development. <<i4 C. Pedestrian Circulation -. A bike path/pedestrian system will be developed along the street frontage tying the Tuttle ,_ Crossing development to the Wilcox Road area. This bikeway will be separated from motor . vehicle traffic by a 3' evergreen hedge and dry laid stone walls. The bike path shall maintain a consistent 8' width along the street frontage. D. Architectural - The architectural elements should reflect a consistency but still allow for individual corporate .. expression. This has been achieved through controlling building placement in a pre- determined zone utilizing a minimum front yard set back of 66' and a maximum front yard ". setback of 175'. This will pull the structures closer to the street and move more of the ,. parking to the rear, It will also set up a better relationship between buildings.
