AN ORDINANCE DECLARING CERTAIN CITY OWNED PROPERTY
AS SURPLUS AND AUTHORIZING THE CITY MANAGER TO
~"~ DISPOSE OF SAID PROPERTY IN ACCORDANCE WITH THE
OHIO REVISED CODE SECTION 721.15, AND DECLARING
AN EMERGENCY

WHEREAS, the city of Dublin possesses certain fleet and
equipment assets for the purpose of transporting personnel and
performing specific work functions; and
WHEREAS, certain fleet and equipment assets have served their
useful life; and
WHEREAS, it has been determined that the city should maximize
the return on its investment by selling said property.
NOW, THEREFORE BE IT OR~INED by the Council of the City of
Dublin, state of Ohio, of the elected members concurring
that:
section 1. The Council of the city of Dublin hereby declares
the property listed in Exhibit "A" as surplus and authorizes
the city Manager to properly dispose of said property in a
manner consistent with the Ohio Revised Code, section 721.15.
section 2. This ordinance is hereby declared to be an
emergency measure necessary for the immediate preservation of
,...,.,~ the public peace, health, safety and welfare, and will
therefore take effect and be in force immediately upon

SUBJECT: Ordinll.nce 118-94, Declaring Certain property
Please find attached Ordinance 118-94. The purpose of this
~ Ordinance is to authorize the city Manager to dispose of City owned
fleet that has met its useful life and to recover as much of the
~d City's investment as possible.
The useful life of vehicles is determined by a formula which uses
sev0ral criteria:
a. Mileage
b. Overall condition
c. Age and body style
d. Maintenance history (in dollars and consideration of
"downt. i.nle" )
e. Ability to reuse in other areas of fleet other than where
originally assigned
This forrnula is both objective and subjective. The criteria used
serves as a guideline and is common to both the private and public
sectors. 'l'he pu.cpooe for establishing a "useful life" for vehicles
is to keep the fleet updated, minimizing fleet maintenance costs,
minimi.zing "downtime", maximizing employee and public safety, and
maximizing the opportunity to sell equipment at the optimum selling
point.
The list of equi.pll1ent may appear lengthy as an overall percentage
of the total fleet. However, several of these vehicles have been
on-hand and awaiting disposition for some time.
It is our intont to dispose of these vehicles using a sealed bid
process, whi.ch we believe will create the most competitive
...... environment and perhal?s yield higher bids. We will be advertising
this bid process in local papers, sending announcements to several
townshi ps, and sending notices to a couple taxi companies in
Chicago and Now York City who have already expressed an interest in
these vehicles.
While I am no.t l:equElsting this to be treated as an emergency, the
sooner we can CXCC\.lte this process (preferably before the end of
the year) the better.

have added two vehicles to this list, numbers 28 and 29. These vehicles would have
been held over to 1995 surplus, however, since this process is taking place later in the
year than originally anticipated, it will be to the City's advantage to sell these vehicles
sooner than later.
