AN ORDINANCE AUTHORIZING THE CITY MANAGER
TO SIGN A COOPERATIVE AGREEMENT BETWEEN THE
CITY OF COLUMBUS AND THE CITY OF DUBLIN, OHIO
FOR AN INTERSECTION IMPROVEMENT AT

WHEREAS, the City of Columbus is currently in the process of designing plans to
widen Sawmill Road from West Case Road to State Route 161; and
WHEREAS, the City of Columbus has designed its project to be fully compatible with
the City of Dublin's planned improvement to State Route 161; and
WHEREAS, the City of Columbus is desirous of having the City of Dublin construct a
dedicated southbound, right-turn lane on Sawmill Road turning west onto State Route 161
within the City limits of Dublin, as part of its State Route 161 reconstruction project; and
WHEREAS, it is in the best interest of both to design and construct projects in a
cooperative manner;
NOW, THEl;FORE, BE IT ORDAINED by the Council of the City of Dublin, State
of Ohio, of the elected members concurring that:
Section 1. The City Manager be and hereby is authorized to execute on behalf of the City
~jI",,- of Dublin the Cooperative Agreement between the City of Columbus and the City of
Dublin, attached hereto as Exhibit 1.

Section 2. That the City Manager or his designee be, and hereby is, authorized to
cooperate, review and approve construction plans for Sawmill Road and State Route 161.
Section 3. That this Ordinance shall take effect and be in force from and after the earliest
period allowed by law.

COOPERATIVE AGREEMENT
BETWEEN
THE CITY OF COLUMBUS

THE CITY OF DUBLIN
WHEREAS, the intersection at State Route 161 and Sawmill Road has utility to the
general public of the City of Dublin as well as to the citizens of Columbus, is an
important connecting link between the state, county, and municipal highway systems for
through traffic, and the public interest demands the improvement of their roadway; now,
therefore, the City of Columbus through its Service Director and the City of Dublin
through its City Manager do hereby mutually agree to cooperate in the planning, design
and construction and to share the cost and expenses of the proposed improvement as
follows:
WHEREAS, the City of Columbus passed Ordinance No. 1246-94 on June 27, 1994,
authorizing the Director of Public Service to enter into a cooperative agreement with the
City of Dublin for the improvement of the intersection at SR 161 and Sawmill Road.
WHEREAS, the City of Dublin passed Ordinance No. 26-95 on ,
authorizing its City Manager to enter into a cooperative agreement with the City of
Columbus for the improvement of the intersection at SR 161 and Sawmill Road.

The City of Dublin will:
* Declare the design of the improvement for the SR 161 and Sawmill Road
intersection, and construction thereof, a public necessity.
* Approve fmal right-of-way and construction plans for said improvement.
* Provide for the design and construction of a dedicated southbound right-turn lane
of Sawmill Road, turning west onto SR 161 to be constructed as part of Dublin's
planned SR 161 reconstruction project, as shown on the attached Exhibit 1.
* Operate and maintain that portion of the completed right-turn lane improvement
within its jurisdiction.
The City of Columbus:
* has declared the design of the improvement for the SR 161 and Sawmill Road
intersection, and construction thereof, a public necessity. thereof, necessary.

* will improve the intersection of SR 161 and Sawmill Road, excluding the
southbound right-turn lane turning west onto SR 161. This intersection will align
with Dublin's proposed improvement of SR 161 east of Sawmill Road, and will
include a portion of the SR 161 and Sawmill Road intersection within the City
limits of Dublin to align with Dublin's proposed SR 161 reconstruction.
* has performed a preliminary study of the improvement.
* has retained a consultant for the preparation of detailed construction and right-of-
way plans for the SR 161 and Sawmill Road intersection.

* will direct and manage all consultant activities.
* will provide plans for Dublin's review and approval.
* will involve the general public and the City of Dublin (public meetings, hearings,
etc.) during the entire project development process.

* will acquire all necessary additional right-of-way and necessary easements for the
project.
* will coordinate all necessary utility relocations and adjustments.
* will operate and maintain that portion of the completed intersection improvement
within its jurisdiction.

Background: The City of Columbus is currently in the process of the design to widen Sawmill Road, from West Case
Road to State Route 161. This improvement includes work at the intersection of State Route 161 and Sawmill Road.
Portions of this improvement will be built with Columbus' proposed improvement of Sawmill Road, A dedicated
southbound lane on Sawmill Road, turning west onto State Route 161 will be constructed with Dublin's State Route 161
project. This legislation is to enter into a cooperative agreement with the City of Dublin for the portions of the
improvement within Dublin's city limits.
Fiscal Impact: The City of Dublin will assume and bear one hundred percent (100%) of the local costs of this
,tII"'" improvement within its city limits. Columbus' sbare of the costs for this improvement were previously provided for under
separate legislation.

SUBJECT: Cooperative Agreement Between the City of Columbus and the City of Dublin
- Concerning SR 161 and Sawmill Road Intersection
Attached is a copy of the proposed ordinance authorizing the City Manager to execute a proposed
Cooperative Agreement regarding the subject matter.
Exhibit 1 shows respective construction responsibilities of the two cities. The City of Columbus
will bear fiscal responsibility for area shown in hedge lines and the City of Dublin will be
financially responsible for shaded area as a part of its SR 161 design and construction project.
Also attached is a copy of legislation approved by me and the City of Columbus for your
information. I recommend a favorable action by the Dublin City Council in approving this
cooperative agreement.
