Hansley, City Manager / SUBJECT: Sign Posts and Related Accessories Bid Process DATE: November 17, 1994 ~. INITIATED BY: David L. Harding, Director of Personnel & purChaSing~~ - Attached for your consideration please find Ordinance No. 109-94 accepting the lowest and best bid for sign posts and related accessories. Also attached for your review is a copy of the bid tabulation form. Bids were sought on a per unit basis for the materials listed on the attached bid tabulation. As reflected in the attached bid tabulation, the City received a response from the following vendors: * M.H. Corbin, Inc. * Hall Signs, Inc. * Kleem, Inc. * Xcessories Squared As noted in the bid tabulation, Hall, Inc. and Kleem, Inc. both declined, in writing, to submit bids, and the bid from Xcessories Squared was received after the published deadline for submission and was not opened. The remaining vendor listed (M.H. Corbin, Inc. ) submitted a bid which complies in all respects with the City's bid specifications. It should be emphasized that in an effort to reach the greatest number of prospective bidders possible, Staff went beyond the requirement to advertise the opportunity to bid in a newspaper of general circulation. Staff also mailed bid documents directly to vendors on our established mailing list, as well as publicized the opportunity through Bid Net, a service that publicizes government bid notices to thousands of vendors on a nationwide basis. Although the City only received one valid bid proposal, Staff believes the bid prices reflected in that proposal are competitive. The bid prices within the M.H. Corbin bid, in fact, are identical to the prices in their 1993 proposal which was accepted by the City. Although M.H. Corbin, Inc. was the only company -- to submit a bid in the 1993 bid process, Staff compared the M.H. Corbin prices at that time with the pricing offered to the Ohio Department of Transportation for the same materials and concluded that M.H. Corbin's prices offered to the City were indeed competitive. For reference purposes, it should be noted that M.H. Corbin, Inc. provided quality materials in a reliable, dependable manner during the 1993-94 contract period and Staff has no concern about the ability of M.H. Corbin, Inc. to once again meet its obligations to the City during the 1994-1995 contract period. Given that M.H. Corbin, Inc.'s bid prices are the same as those submitted in their 1993 bid proposal, that Staff validated the competitiveness of such prices in 1993, and that M.H. Corbin, Inc. has demonstrated reliable, dependable service to the City during the 1993-1994 contract period, Staff recommends that the bid submitted by M.H. Corbin, Inc. be accepted. Please note that Ordinance No. 109-94 has not been drafted as emergency legislation; however, given that the bid prices offered in M.H.
