Houses must be at least 1800 square feet and have a natural exterior on the front . There will be sidewalks. Front and rear yard setbacks will be 30 feet. Mr. Rubey said yes. Randy Bowman said that a wet pond was not guaranteed. Guidelines for wet pond design have been provided to the applicant, but he has not heard any response on whether they can be met. Mr. Fishman said it would influence his vote. Randy Bowman said the most important design criteria for either a wet or a dry basin was the slope of the ground leading into the basin. Mr. Fishman thought a water feature would add value to the community and the subdivision. He ,.. said that a wet pond was more important than density, and if a lot is lost in the pond design, so be it. If they vote for a plan that shows water, they should get a wet basin. - Ms. Clarke said in order to do that, the Commission had to be very specific in its motion, especially since the number of lots may be affected. She said Staff could not make assurances tonight about whether the proposal would meet the design standards for a wet pond. A wet pond requires more than a dry pond, has depth and slope requirements, etc. Jim Brundage, the applicant, said the Brandon homeowner's association board had met with him several. times. He said they signed a petition in support of the development. He also had signed approval from the property owners on the west side of the property. Mr. Brundage agreed to all of the listed conditions. Mr. Brundage assured that the pond would be wet because he needed the soil to raise the grade for the sanitary sewer. He said that if necessary, on Lots #4 and 5 the flare would be cut off so that he could wrap the pond and acquire another 25 percent of area. He understood and concurred with Randy Bowman's concerns regarding safety hazards. Restricted Suburban Residential District to PLR, Planned Low Density Residential District. This rezoning application is for a subdivision of 13 single-family lots and a 1.24 acre reserve. BACKGROUND: This property has been zoned R-l, Restricted Suburban Residential. District, since it was annexed in 1973. It contains an older brick home approximately 3,000 square feet in area, a portion of which was built in the late 1800's. A large horse barn is located to the rear of the property. Access to this house is provided by a driveway onto Dublin-Bellepoint Road. This rezoning application sets forth the general layout, lot size, access, park dedication, utility service, and development standards for the site. The Planning and Zoning commission shall make its recommendation on the rezoning requested and then return the application to -City Council where a public hearing will be scheduled. A two-thirds vote of Council is required in order to override the recommendation of this Commission. If approved the proposal will also be reviewed under the preliminary and final platting procedures. CONSIDERATIONS: 0 The site is located on the west side of Dublin-Bellepoint Road approximately 110 feet south of Brandonway Drive. Directly north and west of the subject site is Brandon Section 4 zoned POO, Planned Unit Development District. This includes five single- ....... family homes along the west border of the site and a .54 acre landscaped reserve to the north. Further north across Brandonway Drive is an undeveloped 12-acre parcel zoned - PUD for an elementary school. South of the subject site is the Berean Bible Church which is also zoned R-l and to the east across Dublin-Bellepoint Road is a pocket of unincorporated Washington Township that is part of the Bell Air Estates subdivision, zoned R-1. 0 The proposal is to subdivide the property into 13 single-family lots with a 1.24-acre reserve for stormwater retention. The existing horse bam is to be demolished and the house is to be preserved. 0 The Community Plan recommends the land along this section of Dublin- Bellepoint Road as appropriate for low density housing. The proposed density of the Bellepoint Place subdivision is 2.18 dwelling units per acre. Other subdivisions in the area have similar deJ)sities: Brandon is 2.65 dwelling units per acre, Donegal. Cliffs is 1.97, Amberleigh is 1.81, Wellington Place is 2.1, and Coventry Woods is 1.68 dwelling units per acre. 0 This proposal includes the construction of a cul-de-sac from the south side of Brandonway Drive, approximately 180 feet west of the Dublin Road and Brandonway Drive intersection. The cul-de-sac will extend south from Brandonway Drive through a reserve that is part of the Brandon subdivision. This cul-de-sac will be approximately 500 feet in length with a landscaped island at the terminus. This will be the only access . into the subdivision.
