( "EXEMPT AND NON-EXEMPT JOB << CLASSIFICATIONS") OF ORDINANCE NO. 17-90 ("COMPENSATION PLAN" ) AND \... DECLARING AN EMERGENCY. WHEREAS, Council has determined, upon the recommendation of the City Manager, that it is desirable to amend the above-captioned Sections of Ordinance No. 17-90 ("COMPENSATION PLAN"); and WHEREAS, Council has determined that the amendments recommended by the City Manager are appropriate; NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, state of Ohio, j7 of the elected members concurring: Section 1. That Section 2 ("WAGE & SALARY STRUCTURE/ADMINISTRATION"), subsection A. of Ordinance No. 17-90 ( "COMPENSATION PLAN" ) be, and hereby is, amended by changing the "Development Review Specialist/Code Enforcement Officer" classification title listed in the "Development, Planning, & Zoning" categorical grouping of job classifications to the following: "Development Review Specialist" Section 2. That Section 2 ("WAGE & SALARY STRUCTURE/ADMINISTRATION"), subsection A. of Ordinance No. 17-90 ("COMPENSATION PLAN") also be, and hereby is, amended by adding the following classification title and corresponding pay grade to the listing of job classifications and pay grades contained within the "Development, Planning, & Zoning" categorical grouping: r- "Zoning Inspector 11" l... Section 3. That Section 12. ( "EXEMPT AND NON-EXEMPT JOB CLASSIFICATIONS"), subsection A. of Ordinance No. 17-90 ("COMPENSATION PLAN" ) be, and hereby is, amended by changing the "Code Enforcement Officer" classification title listed under the "Administrative" category of Exempt classifications to the following: "Development Review Specialist" Section 4. That Section 12. ( "EXEMPT AND NON-EXEMPT JOB CLASSIFICATIONS"), subsection B. of Ordinance No. 17-90 ("COMPENSATION PLAN" ) be, and hereby is, amended by adding the following classification title to the list of job classifications categorized as Non-Exempt: "Zoning Inspector" Section 5. That this Ordinance be, and hereby is, declared to be an emergency measure necessary for the preservation of the public welfare and for further reason that immediate adoption of the aforementioned amendments is essential to the expeditious appointment of a new "Zoning Inspector"; Wherefore, this Ordinance shall take effect and be in force immediate upon passage. Hansley, City Manager I ~ SUBJECT: Amendments to Section 2 and Section 12 of Ordinance 17-90 ("Compensation Plan") DATE: July 2, 1992 ~ INITIATED BY: David L. Harding, Director of Personnel & Purchasing Attached for your consideration please find Ordinance No, 97-92 amending Section 2 ("WAGE & SALARY STRUCTURE/ADMINISTRATION") and Section 12 ("EXEMPT AND NON- EXEMPT JOB CLASSIFICATIONS") of Ordinance No, 17-90 ("COMPENSATION PLAN"), In an effort to reorganize certain functions within the Division of Planning, Staff is proposing to separate the zoning inspection/code enforcement and development review functions presently contained within the existing "Development Review Specialist/Code Enforcement Officer" classification, Consequently, Staff is recommending that a new "Zoning Inspector" classification be established within the "Compensation Plan" (Ordinance No, 17-90) and that said classification be assigned to pay grade 11 under said "Compensation Plan", (pay grade 11 has a corresponding pay range of $24,840 - $34,559,) The Division of Planning presently has two authorized positions with the classification title of "Development Review Specialist/Code Enforcement Officer", one of which is encumbered and one of which is vacant. (The "Development Review Specialist/Code Enforcement Officer" classification is presently a pay grade 16 which has a corresponding pay range of $27,945 - $39,715,) Establishing a "Zoning Inspector" classification at pay grade 11 will enable staff to downgrade the vacant "Development Review Specialist/Code Enforcement Officer" position to "Zoning Inspector" and thus fill the position at a lower level. (The "Zoning Inspector" ~ classification has a lower level of difficulty and responsibility, and hence a lower pay range.) 't The amendments to Section 2 ("WAGE & SALARY STRUCTURE/ADMINISTRATION") - subsection 2, A., as contained within attached Ordinance No, 97-92, will allow Staff to accomplish the above-stated objective, The amendments to Section 12, ("EXEMPT AND NON-EXEMPT JOB CLASSIFICATIONS") of Ordinance No, 17-90 ("COMPENSATION PLAN"), as contained in attached Ordinance No, 97-92, involve the aforementioned change in classification title as well as creation of the aforementioned new classification title, Amending Section 12 as described will establish consistency in terms of classification titles between Sections 2 and 12 and will reflect the proper status (Exempt or Non-Exempt) for each respective classification, Please note that Ordinance No, 97-92 contains emergency language, Staff respectfully requests that said Ordinance be adopted as emergency legislation for the reason that, given the present workload and activity level within the Division of Planning, said Division is understaffed; hence, there is an immediate need to fill the "Zoning Inspector" position, The immediate adoption of Ordinance No, 97-92 is essential to the expeditious appointment of a new "Zoning Inspector", which will enhance the overall efficiency and effectiveness of the Division of Planning,
