AN ORDINANCE AMENDING THE ANNUAL APPROPRIATIONS I
r ORDINANCE, ORDINANCE NO. 09-92, FOR FISCAL YEAR ENDING
.\;"".,.. DECEMBER 31, 1992 AND DECLARING AN EMERGENCY
WHEREAS, the Ohio Revised Code requires, when necessary, amendments to
the annual appropriations ordinance be made in order that appropriations are not over
expanded; and
WHEREAS, it is necessary to appropriate additional funds to allow for
unanticipated expenditures; and
WHEREAS, it is necessary to appropriate additional funds for the construction
of the Dublin Justice Center,
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of
Dublin, State of Ohio, '--.,:;- of the elected members concurring:
Section 1. That there be appropriated from the unappropriated balance in the General
Fund the sum of $40,000 to account 01-03-13-2347 for the purpose of paying Franklin
County Board of Health for contract plumbing inspections.
",..... Section 2. That there be appropriated from the unappropriated balance in the Law
\-. Enforcement Trust Fund the sum of $2,500 to account 19-08-10-2520 to purchase
equipment for law enforcement purposes.
Section 3. That there be appropriated from the unappropriated balance in the Dublin
Justice Center Construction Fund the sum of $4,100,000 to account 47-03-14-2530 for
the purpose of constructing a justice center.
Section 4. That this Ordinance be, and the same hereby is, declared to be an emergency
measure for the preservation of public peace, health or welfare of the residents of this
City, and therefore this Ordinance shall take effect and be in force immediately upon its
passage.

SUBJECT: Amendments to Annual Appropriation Ordinance

Ordinance 58-92 is needed to appropriate funds for expenditures that were
unanticipated at the time the annual appropriations ordinance was prepared
and to provide funds for the construction of the Dublin Justice Center.
Section 1 appropriates additional funds for increased expenditures. The
current contract that we have with the Franklin County Board of Health
requires that they charge us 60% of the plumbing fee collected for each
permit issued. In the past, there was a cap on the maximum amount that we
would pay; however, this year there is no maximum. This, in addition to the
unanticipated volume of permits issued, makes it necessary to request
,... additional appropriations.
Section 2 appropriates funds in the Law Enforcement Trust fund. Funds were
received in late 1991 representing the Dublin Police Department's equitable
share of forfeited assets for assistance provided in a federal case involving
drugs. Funds were not appropriated in the annual appropriation ordinance
because use of the funds were undetermined at that time. It is anticipated
that these funds will be used to acquired video/camera equipment.
Section 3 appropriates additional funds for the construction of a justice
center. The amount requested will provide the spending authority needed for
the contract awarded to Gutknecht Construction.
