Form No. 30043 23 -14 Ordinance No. Passed . 20 AN ORDINANCE AUTHORIZING AN ADDITIONAL POLICE OFFICER POSITION FOR A TEMPORARY PERIOD OF TIME, AND DECLARING AN EMERGENCY WHEREAS, City Council has determined, upon the recommendation of the City Manager, that the need exists for an additional Police Officer position for a temporary period of time; and WHEREAS, City Council has determined that this additional position should be authorized for a temporary period of time; and WHEREAS, City Council understands that this temporary authorization will expire as soon as a vacancy occurs within the rank of Police Officer. NOW, THF. FORE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio of its elected members concurring, that: Section 1. An additional Police Officer position is hereby authorized for a temporary period of time. Section 2 . This temporary authorization will expire as soon as a vacancy occurs within the rank of Police Officer. Section 3 . This Ordinance is declared to be an emergency, necessary for the immediate preservation of the public peace, health, safety or welfare, and for the further reason that it is necessary to take advantage of the June 2014 City of Columbus Police Academy Class to hire a replacement candidate. Therefore, this ordinance shall take effect upon passage. Passed this day of 2014. Grigsby, City Manager VNV Date: April 24, 2014 Initiated By: Heinz von Eckartsberg, Chief of Police Memo Re: Ordinance No. 23 -14 - Authorizing An Additional Police Officer Position for a Temporary Period of Time, and Declaring an Emergency Background Attached for your consideration is Ordinance No. 23 -14, authorizing an additional Police Officer position for a temporary period of time. This position is necessary due to the fact that a member of our Police Officer staff has confirmed plans to retire by January, 2014. The Division of Police has a current eligibility list of Police Officer candidates. Staff would like to take advantage of the June 2014 academy class with the City of Columbus Division of Police to hire a replacement officer candidate now, so that he /she will be out of the academy and in field training by the time our veteran officer retires in January. The additional position will be authorized for a temporary period of time. As soon as the retirement or another vacancy occurs, the temporary authorization will expire. Recommendation Staff recommends that Council dispense with the second /reading public hearing and adopt Ordinance No. 23 -14 by emergency at its April 28, 2014 meeting, authorizing an additional Police Officer position for a temporary period of time.
