AN ORDINANCE AUTHORIZING THE CITY
MANAGER TO ACCEPT THE LOWEST AND BEST
r-- BID TO CONSTRUCT SCIOTO PARK RESTROOM
FACILITY, AND DECLARING AN EMERGENCY.

WHEREAS, after advertising and receiving bids for Scioto
Park Restroom Facility, and;
WHEREAS, Council has determined that the base bid submitted
by Mid-State Builders, Inc. in the amount of $53,900,
(Fifty Three Thousand and Nine Hundred) is the lowest and
best bid, and that the bid alternate submitted by Mid-State
Builders, Inc. in the amount of $5,700 (Five Thousand and
Seven Hundred) is the lowest and best bid, and;
NOW, THEREFORE, BE IT ORDAINED by the Council of the City
of Dublin, State of Ohio, I~ of the elected members
concurring that:
Section 1. That the bids submitted by Mid-State Builders,
Inc. in the total amount of $59,600 (Fifty Nine Thousand
and Six Hundred) for Scioto Park Restroom Facility is
hereby accepted.
Section 2. That the City Manager is hereby authorized to
".... enter into a contract with Mid-State Builders, Inc. ,
governing the services as specified within said bidder's
...... bid proposal and the City's bid documents on file in the
Division of Personnel & Purchasing.
Section 3. Due to the fact that time is of the essence to
begin this major public improvement, and due to the fact
that the annual deadline to encumber the budgeted project
funds is approaching, this Ordinance is hereby declared to
be an emergency measure necessary for the preservation of
the public peace, health and safety and therefore, this
Ordinance shall take effect and be in force immediately
upon its passage.

RE: Scioto Park Restroom Facility
DATE: December 2, 1992
On November 18, 1992, the bids were opened for the Scioto Park Restroom Facility.
The City of Dublin received a total of 8 complete bids (see attached). Mid-State Builders was
the lowest and best bidder.
This project is a waterless toilet facility, funded by Council through the 1992 C.I.P.
budget. The base bid includes the structure and the current "state of the art" tank system. The
bid alternate is putting a stone veneer on the facility to match the color and texture of the nearby
Leatherlips sculpture.
f"'" We are requesting that this ordinance be passed as an emergency so that the contract can
~ be signed and the money encumbered in 1992. This will be a 125 day project.
