Dayton Legal Blank Co, Form No. 30043 Ordinance N 0 ._m_1_~_~_~~~m(Amended) Passed_mo. _nn.n n_. .u_n____ u _ un. __ _ _19 __.u -,- AN ORDINANCE TO ESTABLISH FEES FOR SHELTER HOUSE RESERVATIONS IN PARKS ~ WHEREAS, The city of Dublin provides open shelter houses ....., without charge for general public use in parks; and WHEREAS, The City permits certain shelter houses to be reserved in advance for planned activities by individuals and/or organized groups; and WHEREAS, Based on a comparative study conducted in 1992 I Dublin's fees for these advance reservations are substantially lower than most of our neighboring communities. NOW, THEREFORE, BE IT O~AINED by the Council of the City of Dublin, state of Ohio, of the elected members concurring: section 1. Fees for reservations shall be as follows: Residents of Dublin $25.00 Businesses and Institutions Located $25.00 within the City of Dublin Non-residents $35.00 Businesses and Institutions Located $35.00 outside the city of Dublin boundaries ,- Youth organizations and schools, both No charge ..... public and private, serving the Dublin community section 2. " f IIfli""- ,~"' Shelterhouse Discussion . The major differences between these facilities were enclosed versus open shelterhouses and whether they rented on an hourly or daily rate. The daily rate pertained to the open shelters, and the hourly rate to the closed. Grove City was the only exception that issued permits for an enclosed shelterhouse at a daily rate. The average rate for hourly fees was $10.60 higher than the average for the daily fees. The Metro Parks has a system set apart from the rest. They have three time slots per day that facility users may pay for. The later the time slot, the higher the fee. Columbus charges for enclosed shelters by the hour, and the open shelters are on a 'first come, first serve' basis. When there was a safety deposit and/or key deposit for the facility, it was not included in the graph prices because normally these parts of the fee are refunded. One issue for possible further discussion is the fact that some of the permits implied that the permit guaranteed exclusive use to the holder, while others explicitly stated that the permit did not allow for exclusive use. . ~ I BIIlUf .
