AND DECLARING AN EMERGENCY ... WHEREAS, the City of Dublin has entered into a Tax Increment Financing and Economic Development Agreement (TIF/EDA), with The F. A. Kohler Company, R R Partners, and Duke Reality Limited Partners, which provides for the construction of certain public improvements b the City of Dublin; and WHEREAS, after advertising, receiving and opening bids on July 10, 1996, for Emerald Parkway, Phase III, Rings Road to 3000 feet north of Rings Road, as outlined in the TIF/EDA; and WHEREAS, Council has detennined that the lowest and best bid for said project is from George 1. Igel Company of Columbus, Ohio, in the amount of$4,338,727.25; and WHEREAS, it is necessary to amend the annual appropriations ordinance to provide sufficient funding for the project; and WHEREAS, it is in the best interest of the City to execute this contract as soon as possible in fulfillment ofit's TIF/EDA obligations, and so that construction can take place as outlined in the TIF /EDA. .... G NOW, THEREFORE BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, of the elected members concurring: -- .... Section 1. That the bid from George 1. Igel Company in the amount of $4,387,876.25 be, and hereby is, accepted. Section 2. That there be advanced from the General Fund the amount of $2,020,665.00, to the Thomas/Kohler TIF Fund for the purpose of construction of Phase III of Emerald Parkway, as provided for in the TIF/EDA. This advance is to be reimbursed to the General Fund from the proceeds of a future debt issuance which will subsequently be retired from service payments in lieu of taxes that will be received from the Franklin County Auditor. Section 3. That there be appropriated from the unappropriated balance in the Thomas/Kohler TIF Fund the amount of$4,826,665.00 to a~count 50-03-14-2551 for constructing Phase III of Emerald Parkway and $194,000.00 to account 511-03-14-2349 for construction design costs as defined in the TIF/EDA. Section 4. That the City Manager is hereby authorized and directed to execute a contract with George 1. Igel Company of Columbus, Ohio for completion of said project pursuant to the bid specifications and documents on file in the office of the City Engineer. ....... SUBJECT: Emerald Parkway - Phase III, Rings Road to Shier Rings Road - DATE: July 11, 1 996 On July 10, 1996, bids were received and publicly opened and read for Emerald Parkway, Phase III, from Rings Road to 3000 feet north of Rings Road. Two bids were received as shown on the attached bid form. Bids submitted have been reviewed and it is recommended that we award this contract to the lowest bidder, George J. Igel Company for $4,338,727.25. The Engineer's estimate for this project is $4,700,000.00. The George J. Igel Company is quite reputable and experienced in this type of highway construction work. Currently they are working on Phase II of Emerald Parkway and other projects in the City. Attached is an emergency Ordinance for approval by City Council for award of contract to George J. Igel Company of Columbus, Ohio, and for appropriation of $4,826,665.00 from the Tax Increment Financing budget line 52-03-14-2551. The purpose for the emergency ordinance is to meet obligations and commitment of the Tax Increment Financing and Economic Development Agreements.
