AN ORDINANCE TO ACCEPT THE
LOWEST/BEST BID FOR
EMERALD PARKWAY, PHASE I
".... APPROPRIATING FUNDS
AND DECLARING AN EMERGENCY

WHEREAS, the City of Dublin has entered into a Economic Development
Agreement, with The Alter Group/Cellular One, which provides for the construction
of certain public improvements by the City of Dublin; and
WHEREAS, after advertising, receiving and opening bids on November 1, 1995, for
Emerald Parkway, Phase I, as outlined in the Tax Increment Financing Agreement;
and
WHEREAS, Council has determined that the lowest and best bid for said project is
from Strawser Paving Company of Columbus, Ohio, in the amount of
$656,695,50; and
WHEREAS, it is necessary to amend the annual appropriations ordinance to provide
sufficient funding for the project; and
WHEREAS, it is in the best interest of the City to execute this contract as soon as
possible in fulfillment of it's Tax Increment Financing obligations, and so that

_i';"ij NOW, L~EREFORE BE IT ORDAINED by the Council of the City of Dublin, State of
Ohio, 'of the elected members concurring:
Section 1, That the bid from Strawser Paving Company in the amount of
$656,695,50 be, and hereby is, accepted.
Section 2. That the City Manager is hereby authorized and directed to execute a
contract with the Strawser Paving Company for completion of said project pursuant
to the bid specifications and documents on file in the office of the City Engineer,
Section 3, That there be appropriated from the unappropriated balance in the
McKitrick Tax Increment Financing Fund the amount of $700,000 to account 52-
03-14-2551,
Section 4. That this Ordinance be, and the same hereby is, declared to be an
emergency measure for the preservation of the public peace, health or welfare of
the residents of this City, and in fulfillment of the City's Tax Increment Financing
contractual obligations, and, therefore, this Ordinance shall take effect and be in
force immediately upon its passage,

Today, November 1, 1995, bids were received and publicly opened and read for
Emerald Parkway, Phase I. Bids were received as shown on the attached bid form.
All bids submitted have been reviewed and it is recommended that we award this
contract to the lowest bidder, Strawser Paving Company of Columbus, Ohio.
Attached is an emergency Ordinance for approval by City Council for award of
contract to Strawser Paving Company, and for appropriation of $700,000 from the
Tax Increment Financing budget line 52-03-14-2551,
