AN ORDINANCE ACCEPTING THE LOWEST AND

WHEREAS, after conducting formal advertising and competitive bidding procedures for
audio equipment; and,
WHEREAS, Council has determined that bid submitted by Sound Ideas, Inc., for said
equipment, in the total amount of$14,030.90, constitutes the lowest and best bid;
NOW: TJJEREFORE BE IT ORDAINED by the Council of the City of Dublin, State of
Ohio, of the elected members concurring:
Section 1. That the following bid, in the total amount of $14,030.90, for the above
mentioned equipment, is hereby accepted:
Sound Ideas, Inc. - All items $14,030.90
Section 2. That the City Manager is hereby authorized to enter into contracts with Sound
-, Ideas, Inc. for the procurement of said equipment as specified above and within said bidder's
bid proposal on file in the Division of Personnel and Purchasing.
.......... Section 3. That this Ordinance is hereby declared to be an emergency measure necessary for
the preservation of the public health, safety, or welfare in that opening of the Community
Recreation Center as scheduled requires immediate ordering of the items specified in the
Sound Ideas, Inc. bid. Therefore, this Ordinance shall take effect and be in force immediately
upon passage.

INITIATED BY:
Attached for your consideration please find Ordinance No. 47-96 accepting the lowest and best bid
for audio equipment for the new City of Dublin Community Recreation Center. Also attached for
your review is a copy of the bid tabulation.
This bid project involves the purchase of a variety of audio equipment and related supplies. Bids
were sought by vendors via direct mailing and fonnal advertisement. The following vendors received
bid documents for the project.
· Acree-Daily Corp.
· Audio Creations
· Bartha Visual, Inc.
· Bratton Corp.
· ICB Audio
· Sound Ideas, Inc.
- As reflected in the attached bid tabulation, the City received a single bid submitted by Sound Ideas,
Incorporated. As also noted on the attached bid tabulation, Staff considers Sound Idea's pricing fair
"'- and reasonable. The bid fully complies with the established bid specifications.
In the final analysis, Staff believes that the bid submitted by Sound Ideas, Inc. is the lowest and best
bid and, therefore, recommends that said bid be accepted. It should be noted that Sound Ideas, Inc.
assisted in the design and engineering of the recreation center audio system and all proposed products
meet the required performance standards.
Please note that Ordinance No. 47-96 has been drafted as emergency legislation. Although it was
not the Division of Personnel and Purchasing's intent to request emergency passage at the first
reading, the Division of Parks and Recreation has requested such. Given that quick delivery and
installation of the audio equipment are critical to the scheduled opening of the Community Recreation
Center, staffwould respectfully request that Council consider passing this legislation as an emergency
at the May 6, 1996 Council Meeting.

1. As du1y noted there has been a deletion from original specifications. Since Sound Ideas, Inc. was
involved in the engineering and listing of specifications we deemed it necessary to communicate the error.
Within the original specification four (4) Bose model 8/32 system controllers were specified for the correct
operation of Bose product in the following areas: Control system for Bose model 25 speakers
1. Leisure Pool
2. Competition Pool
3. Gymnasium
4. Weight room area
The bid as submitted does not include this product however the amount does not total over 350.00. System
configuration will not function properly without these modules. We are prepared to adjust our installation
criteria to any form you deem necessary. An approved change order is acceptable to us, in the event that
we are awarded the bid.
2. We are supplying (3) heavy duty dual mono amplifiers which do meet all power requirements as
specified "ithin the bid instructions. The total amplifiers needed to complete installation is (6). These
units meet all exacting specifications as is. These amplifiers are the same as specified. The total
amount of amplifiers does meet the required (6) as indicated on the bid document.
3. Aerobics room was engineered for (4) ceiling speakers, given the information that the emironment
would have a dropped ceiling. After site visit and inspection we have come to find that ceiling \\ill remain
as an open emironment. Subject to this information, specified speakers "ill not perform properly. We

above changes. Information to above as been fom'arded to TIG.
