AN ORDINANCE TO ACCEPT THE
LOWEST/BEST BID FOR
EMERALD PARKWAY, PHASE II
"'""" COFFMAN ROAD TO DUBLIN ROAD (S.R. 745)
APPROPRIATING FUNDS
....... AND DECLARING AN EMERGENCY
WHEREAS, the City of Dublin has entered into a Economic Development
Agreement with The Alter Group/Cellular One which provides for the construction
of certain public improvements by the City of Dublin; and
WHEREAS, after advertising, receiving and opening bids on May 2, 1996, for
Emerald Parkway, Phase II, Coffman Road to Dublin Road (S.R. 745), as outlined
in the Tax Increment Financing Agreement; and
WHEREAS, Council has determined that the lowest and best bid for said project is
from George J. Igel Company, in the amount of $6,133,352.27; and
WHEREAS, it is necessary to amend the annual appropriations ordinance to provide
sufficient funding for the project; and
WHEREAS, it is in the best interest of the City to execute this contract as soon as
possible in fulfillment of its Tax Increment Financing obligations, and so that
construction can take as outlined in the Tax Increment Financing Agreement.
r- NOW, THEREFORE BE IT ORDAINED by the Council of the City of Dublin, State of

Section 1. That the bid from George J. Igel Company in the amount of
$6,133,352.27 be, and hereby is, accepted.
Section 2. That there be advanced from the General Fund the amount of
$2,400,000.00, to the McKitrick TIF Fund for the purpose of construction of Phase
II of Emerald Parkway, as provided for in the tax increment financing agreement.
This advance is to be reimbursed to the General Fund from the proceeds of a future
debt issuance which will subsequently be retired from service payments in lieu of
taxes that will be received from the Franklin County Auditor.
Section 3. That there be appropriated from the unappropriated balance in the
McKitrick TIF Fund the amount of $6,500,000 to account 52-03-14-2551 for
constructing Phase II of Emerald Parkway.
Section 4. That the City Manager is hereby authorized and directed to execute a
contract with George J. Igel Company for completion of said project pursuant to
the bid specifications and documents on file in the office of the City Engineer.
.... Section 5. That this Ordinance be, and the same hereby is, declared to be an
t emergency measure for the preservation of the public peace, health or welfare of
......, the residents of this City, and in fulfillment of the City's Tax Increment Financing
contractual obligations, and, therefore, this Ordinance shall take effect and be in
force immediately upon its passage.

- SUBJECT: Emerald Parkway - Phase II, Coffman Road to Dublin road (S.R. 745)

Today, May 2, 1996, bids were received and publicly opened and read for Emerald
Parkway, Phase II, Coffman Road to Dublin Road (S.R. 745). Bids were received as
shown on the attached bid form. Bids submitted have been reviewed and it is
recommended that we award this contract to the lowest bidder, George J. Igel
Company.
Attached is an emergency Ordinance for approval by City Council for award of
contract to George J. Igel Company, and for appropriation of $6,500,00.00 from the
Tax Increment Financing budget line 52-03-14-2551. Additional information will be
provided by staff prior to Council acceptance of this bid on May 6, 1996.
