AN ORDINANCE ACCEPTING THE LOWEST/BEST BID
FOR
IMPROVEMENTS FOR 5800 SHIER RINGS ROAD
- PARKING LOT IMPROVEMENTS
AND DECLARING AN EMERGENCY

WHEREAS, bids have been received for Improvements for the 5800 Shier Rings
Road Parking Lot Improvements project; and
WHEREAS. the lowest/best bid is fiom Strawser Paving Company in the
amount of $267,840.80; and
WHEREAS, the City of Dublin has made significant investment in the 5800
Building, and the City desires to protect its investment; and
WHEREAS, repair and expansion of the 5800 Building parking lot has been
identified as a needed improvement; and

WHEREAS, the City of Dublin desires to serve its customers and residents in
a most safe, effective and efficient manner, and a serious lack of off-street
parking is negatively affecting the City's ability to serve the public; and
WHEREAS, because of staff resource allocation limitations, it is in the best
",,"'o^-;>.''''''. interest of the City to execute this contract as soon as possible so that
construction can take place early in the season.

NOW THEREFORE, BE IT ORDAINED. by the Council of the City of Dublin,
State of Ohio, '7 of the elected members concurring:
Section 1. That the bid of $267,840.80 from Strawser Paving
Company be, and hereby is, accepted.
Section 2. That the City Manager is hereby authorized and directed to
execute a contract with Strawser Paving Company for completion of said
project pursuant to the bid specifications and documents on file in the office
of the City Engineer.

Section 3. That this Ordinance be, and the same hereby is declared to
be an emergency measure for the reason that the public is being adversely
affected by the serious lack of parking at the 5800 Building, and that adequate
....... staff inspection resources will not be available to properly inspect the project
if it is initiated later in the construction season, and for the preservation of
..... health and welfare of the residents of this City, and therefore, this Ordinance
shall take effect and be in force immediately upon its passage.

SUBJECT: 5800 Shier Rings Road Parking Lot Improvements

On March 26, 1996, three bids were received, publicly opened and
read for the subject project. For your information, attached is a
copy of the bid results.
Strawser Paving Company was the lowest bidder for this project.
Their bid price was $267,840.80 within the $275,000 budgeted
figure.
Strawser Paving is currently involved in the Post Road widening at
the Dublin Community Recreation Center project, Emerald Parkway
Phase 1 project, and Perimeter Drive (Metatec Boulevard to Commerce
Parkway proj ect. I find them reasonable and responsible
contractors. I recommend that the contract be awarded to Strawser
Paving Company.
Attached is an ordinance for approval by City Council. The staff
is requesting that it be passed at the second reading as an
emergency, so that construction can start as soon as possible in
order to serve our customers and residents in a most safe,
effective and efficient manner.
