WHEREAS, City Council, through its goal setting process, has adopted various .... goals for the community, and WHEREAS, Goal No. 95-1 states that the City will continue to acquire land to accomplish community development objectives, and WHEREAS, Goal No, 95-5 states that the City will develop and adopt a strategy to ensure the preservation of open space, park, and historic resources, and WHEREAS, City Council has determined that they will appropriate funds on an annual basis in Capital Improvements Tax Fund for the purchase of land to meet their established goals, and WHEREAS, it is City Council's desire to establish a Land Acquisition Fund, whereby the funds appropriated for the purchase ofland in the Capital Improvements Tax Fund will be subsequently transferred to the Land Acquisition Fund to reserve those funds for their intended purposes, and WHEREAS, the Land Acquisition fund can also be used for the purchase of less than ..... a fee simple interest to obtain open space, scenic or historical easements. NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State .... of Ohio, 7 of the elected members concurring: Section 1. That there be established the Land Acquisition Fund, a Capital Projects Fund. Section 2. That the funds appropriated in the Capital Improvements Tax Fund for land acquisition be transferred and credited to the Land Acquisition Fund. Section 3. That the Land Acquisition Fund be used for the purchase of land as authorized by City Council, including the purchase of less than a fee simple interest to obtain open space, scenic or historical easements. Hansley, City Manager I Subject: Legislation To Establish A Land Acquisition Fund ~<Ijj Date: January 17, 1996 Initiated By: Marsha I. Grigsby, Director of Finance As requested by City Council, the attached legislation authorizes the establishment of the Land Acquisition Fund. The purpose of the Land Acquisition Fund is to allocate and reserve funds for the purchase of land, including the purchase of scenic or historical easements. This fund is in addition to the Parkland Acquisition Fund which can only be used for the purpose of acquiring recreational sites, open space and/or parkland. The primary funding source for the Land Acquisition Fund will be transfers from the Capital Improvements Tax Fund. At City Council's discretion, funds could also be transferred from the General Fund. In 1995 $500,000 was appropriated in the Capital Improvements Tax Fund for land acquisition. Those funds were not spent. However, a purchase order was processed utilizing the City of Dublin as the vendor as a mechanism to reserve those funds. The $500,000 will be shown on the City's ""'"'- December 31, 1995 balance sheet as a "reserve for future land purchases". As a result of establishing the Land Acquisition Fund, the $500,000 encumbered in 1995 and the - additional $500,000 appropriated in 1996 will be transferred from the Capital Improvements Tax Fund to the Land Acquisition Fund when the legislation becomes effective. As City Council is aware, a $500,000 allocation through the year 2000 has been identified for land acquisition in the 1996-2000 Five-Year Capital Improvements Program. As those funds are appropriated in the Capital Improvements Tax Fund, the amount appropriated will be transferred to the Land Acquisition Fund. As of January 1, 1996 there is $1,000,000 available for the purchase of land and an additional $473,637 available in the Parkland Acquisition Fund. 018:96 P''''''
