("WAGE & SALARY STRUCTURE/ADMINISTRATION'), subsection A. of Ordinance No. 23-93 be amended by adding the following new job classification titles and corresponding pay grades under the following categorical headings: Criminal Justice Classification Pay Grade Intake Clerk 7 Probation Officer 12 Engineering Classification Pay Grade .......... Signal Electrical Worker 9 Section 2. Section 12. ("EXEMPT AND NON-EXEMPT JOB CLASSIFICATIONS"),. ....... subsection A. of Ordinance No. 23-93 be amended by adding the following new job classification title to the list of Exempt job classifications under the "Administrative" heading: Administrative Probation Officer Section 3. Section 12. Harding, Director of Personnel & Purchasing l:>1t' Attached for your consideration is Ordinance No. 06-96 amending certain sections of Ordinance No. 23-93 ("Compensation Plan"). These amendments are directly related to three new position requests approved in the 1996 Budget and primarily involve the assignment of pay grades and pay ranges. Anytime new job classifications are created, pay grades and ranges must be adopted by Council through amendments to the Compensation Plan (Ordinance No. 23-93). These new job classifications include: . Probation Officer (Division of Court Services) . Intake Clerk (Division of Court Services) - Signal Electrical Worker (Division of Engineering) . - Although the need for each of these new positions was discussed in depth during the Budget hearings by each Department/Division Head, it may be helpful to provide a brief recap of the primary function for each position/classification. . Probation Officer - Primary focus will be to manage probation cases assigned by the Court and monitor progress towards completion of the Court's orders, enforcing probation conditions as necessary. . Intake Clerk - Primary focus will be to interview offenders upon assignment to probation, community service, or the juvenile diversion program and prepare and monitor all case files. . Signal Electrical Worker - Primary focus will be to assist the Traffic Signal Technician in the maintenance of traffic signals, street lights, pump stations, and outdoor warning systems. - I I . Page 2 January 18, 1996 The amendments identified in Ordinance No. 06-96 also designate these three new classifications as Exempt or Non-Exempt, which determines whether these employees are entitled to formal overtime compensation in accordance with the Fair Labor Standards Act. The pay grades and pay ranges identified in the attached Ordinance were determined via a process of comparing each position's level of responsibility and difficulty with similar positions, both "..... internally and externally. Comparable positions in other organizations were identified together with ! the corresponding wage/salary data, which resulted in the assignment of pay grades and ranges Staff believes to be internally equitable yet competitive with the marketplace. The pay grades and ranges .,,,"l for these new job classifications are as follows: . Probation Officer - Pay Grade 12 ($26,119 - $36,160) . Intake Clerk - Pay Grade 7 ($21,321 - $30,511) . Signal Electrical Worker - Pay Grade 9 ($23,453 - $32,770) Please note that Ordinance 06-96 has not been drafted as emergency legislation. However, given that recruitment/selection activities have been initiated and Staffmay need to extend employment offers prior to March 19, 1996, Staff may ask Council to consider emergency passage at the third reading on February 19, 1996.
