ENTER INTO A CONTRACT FOR PROCUREMENT OF SAID EQUIPMENT. WHEREAS, after conducting formal advertising and competitive bidding procedures for furniture, furnishings, and accessories~ and, WHEREAS, Council has determined that the bid submitted by Continental Office, in the amount of $119,674.48, for said equipment is the lowest and best bid~ NOW, THEREFORE BE IT ORDAINED by the Council of the City of Dublin, State of Ohio,!1- of the elected members concurring: Section 1. That the bid submitted by Continental Office, in the amount of $119,674.48, for the above mentioned equipment is hereby accepted. Section 2. That the City Manager is hereby authorized to enter into a contract with Continental Office for the procurement of said equipment as specified within said bidder's bid proposal on file in the Division of Personnel and Purchasing. -- Section 3. That this Ordinance is hereby declared to be an emergency measure necessary for the preselVation of the public health, safety, or welfare in that opening of the Community ~~"... Recreation Center as scheduled requires immediate ordering of the items specified in Continental's bid. Therefore, this Ordinance shall take effect and be in force immediately upon passage. Harding, Director of Personnel and Purchasing W "l1li INITIATED BY: Attached for your consideration please find Ordinance No. 05-96 accepting the lowest and best bid for furniture, furnishings, and accessories for the City of Dublin Community Recreation Center. Also attached for your review is a copy of the bid tabulation. This bid project involves the purchase of various classes of furniture, furnishings, and accessories all to be installed in phases as coordinated by the Division of Parks and Recreation and the design firm of Moody /Nolan Ltd. Prior to seeking formal bids for this project, the Parks and Recreation Division, the City Architect, and Moody/Nolan compared and tested furniture, furnishings, and accessories and developed detailed specifications based on functionality in connection with the operation of the new Recreation Center. As a result of this early research by the Division of Parks and Recreation and Moody/Nolan, 70 classes of furniture, furnishings, and accessories were identified for purchase. As reflected in the attached bid tabulation, the City received bid proposals from the following vendors: * The Wasserstrom Co. * Continental Office * Excel Business Systems ........ * Costigan's * Corporate Environment of Ohio, Inc. -.. The Wasserstrom Co. and Continental Office provided more complete overall bids, providing quotes for 69 of the 70 items. Excel Business Systems, Costigan's, and Corporate Environment of Ohio, Inc. provided bids on many, but not all, of the requested items. Therefore, the two most responsive bids were received from The Wasserstrom Company in the amount of $146,288.00 and Continental Office in the amount of$119,674.48. Although the bids submitted by Excel Business Systems, Costigan's, and Corporate Environment of Ohio, Inc. are substantially lower, they do not include many of the needed items and, hence are less responsive to the needs of the City. To accept one of these less responsive bids would not be in the City's best interest. Award conditions in the bid documents require that a single award be made on the basis of the lowest and best composite bid submitted. In the final analysis, Staff believes that the bid submitted by Continental Office is the lowest and best overall composite bid and, therefore, recommends that said ...... However, given certain concerns of the Division of Parks and Recreation and Moody/Nolan regarding "phased installation" and the time frame for delivery of certain items, Staff may ask Council to consider passing this legislation as an emergency measure at the second or third reading on February 5, or February 19, 1996.
